The Court of Appeal sitting in Abuja has affirmed the election of former Lagos state deputy governor, Idiat Oluranti Adebule, as the validly elected senator representing Lagos West Senatorial District at the National Assembly.

According to a statement by Adebule’s media team, a three-man panel of the court, in a unanimous decision, dismissed a petition by the Peoples Democratic Party (PDP) and its candidate, Adewale Adesegun Sunday aka Aeroland, challenging Adebule’s victory.

The appellate court upheld the August 8, 2023 judgment of the National and State House of Assembly Election Petition Tribunal sitting in Lagos that dismissed Adewale’s petition seeking to nullify Adebule’s win in the February 25 senatorial election.

The justices, in APPEAL NO: CA/LAG/ EPT/SEN/LAG/04/2023– ADEWALE SEGUN SUNDAY & ANOR VS ADEBULE IDIAT OLURANTI & 2 ORS which lead judgment was delivered on September 9, 2023 by Justice Oluwayemisi E. Williama-Dawodu, dismissed the appeal as being frivolous and unmeritorious.

Adebule polled 361,296 votes to defeat Adewale, who got 248,653 votes in the election.

Dissatisfied, Adewale and his party approached the Tribunal with a petition marked EPT/LAG/SEN/04/2023, seeking to reverse Adebule’s victory as affirmed by the Independent National Electoral Commission (INEC).

He listed Adebule, APC and INEC as the 1st to 3rd respondents.

But the Tribunal, in a unanimous decision, upheld Dr Adebule’s argument that Adewale and the PDP abandoned their petition.

The Tribunal noted that the Petitioners failed to apply for the issuance of a Pre-Hearing Notice which was mandatory under Paragraph 18 (1) of the 1st Schedule to the Electoral Act 2022.

Its decision followed the judgment in CA/LAG/EP/SEN/02/2023 and CA/LAG/EP/SEN/03/2023, wherein the justices found that the Pre-Hearing Notices filed by the Petitioners further to Paragraph 18 (1) of the 1st Schedule to the Electoral Act 2022 was defective.

The statement added: “With this decision of the Court of Appeal, the People’s Democratic Party and its candidate Mr. Adewale Adesegun Sunday aka Aeroland have reached the end of the road in their quest to reclaim a mandate they were never given by the good people of Lagos West Senatorial District.

“H.E Senator Dr. Idiat Oluranti Adebule ‘Mama West’ as she is fondly called by her constituents, is now more than ever positioned to continue to serve and bring dividends of democracy to the good people of Lagos West Senatorial District.”

The Lagos State Government on Saturday appealed to all Stakeholders in the contentious issue of wearing Hijab in public Schools to maintain peace, law and order while the Supreme Court ruling on the matter is being awaited in the spirit of the rule of law, the fulcrum of democracy.

Speaking with journalists on the refusal of entry to five students of Isolo Senior Secondary School on Wednesday, 18th September, 2018, Deputy Governor of Lagos State, Dr. Idiat Oluranti Adebule said the government is working assiduously to resolve the matter.

She said that in the interim, the Principal of the School has been redeployed to douse tension and allow for thorough investigation into the matter.

Adebule, who superintends the education sector, urged the public to be patient with government in dealing with the matter as according to her ‘it is important for the general public to know that there is Public Service Rule which must be adhered to strictly in dealing with public servants in the event that they are found culpable of any charges’.

The Ministry of Education, she said, cannot unilaterally do anything until due process is completed.

The Deputy Governor acknowledged letters addresses to her by Hijab Rights Advocacy Initiative, Muslim Students Society of Nigeria and Muslim Forum of Isolo over the issue and assured that their grievances are being looked into.

She revealed that, a meeting was held with Muslim Groups and the Tutor General/Permanent Secretary of Education District VI, Mrs. Olufunmilayo Onadipe last week while she has directed that a wider meeting of all stakeholders be held on Monday, 24th September, 2018 at the Ministry of Education where all issues are expected to be resolved.

Adebule, therefore, called for understanding on the part of all Muslims in the State and assured that the matter will be resolved soonest.

She expressed gratitude to all parties for the maturity in handling the matter as the peace enjoyed in the State matters greatly to the State Government.

Dr. Adebule described the State Public Servants as worthy ambassadors of productivity and excellence in service delivery for which the State is known adding that they are therefore being celebrated for their hard work, commitment, diligence, passion, devotion and dedication to duty over the years.

According to her, the Long Service Merit Award is another important and auspicious occasion for the State Government to thank and celebrate her Public Servants who have served the State and the people meritoriously for no fewer than 30years.

“This event is to appreciate you as individuals having spent the greater part of your productive lives in serving the State. We are proud of you as worthy ambassadors of productivity and excellence in service delivery for which our State is known. Excellence has its reward, and this explains why you are being celebrated today for your hard work, commitment, diligence, passion, devotion and dedication to duty over the years,” she said.

The Deputy Governor noted that the excellent service which Public Servants in the State had continued to render has always earned the State the respect of other States in the nation adding that they have remained the most productive, proactive, effective and efficient Public Servants in the federation.

“I appreciate all our Public Servants all over the State for the excellent service you render, and which has always earned us the respect of other States in the nation. You have remained the most productive, proactive, effective and efficient public servants in the Federation. It is no wonder that you are seen as role models and regarded as first among equals. You indeed deserved to be celebrated,” Mrs. Adebule averred.

She however urged them to always give their best in whatever assignments they are given for the good of the citizenry stressing that they should passionately promote the objectives, goals and policy initiatives of government and implementation of such for the benefits of the State.

The Deputy Governor commended the Head of Service and the members of the award committee for the success of the ceremony and for the distinguished crop of Officers presented for the awards.

Earlier, the Head of Service, Mrs. Olabowale Ademola noted that the objective of the Award is to recognise and reward diligence, commitment and loyalty among Public Servants in the State with the hope that the gesture will further encourage awardees to continue to put in their best while motivating other Public Servants to be more committed in their service to the State.

Ademola added that the State Government fully appreciates the contributions of Public servants to the development of the State hence she urged them not to rest on their oars but rather they should continue to exhibit the high sense of responsibility, commitment to duty and unalloyed loyalty which are the qualities and values for which they have been recognised.

“I urge all Public Servants to continue to discharge their duties to the best of their abilities. The Public Service Week Celebration is in itself recognition of the importance of Public servants to the growth and economic development of their respective societies. I enjoin you to remain focused, dedicated and committed to your assigned schedules of duties,” the Head of Service said.

As the Lagos State Government joined the rest of the world to mark the year 2017 International Women’s day celebration, the Deputy Governor, Dr. Idiat Oluranti Adebule has called on women from all walks of life to unite together and speak with one voice that all forms of discrimination, domestic violence and gender inequality against women be stopped with immediate effect.

Adebule noted that the annual International Women’s Day celebration by the United Nations is in recognition of the important roles that women play in the political, social and economic development of the society, adding that in spite of all the barriers being faced in the society, women over the years have broken the walls of limitation to be highly successful in their chosen careers.

Adebule who described the theme for the year 2017 International Women’s Day Celebration, “BE BOLD FOR CHANGE” as relevant and instructive, stated that it is a clarion call for women to unite, come together and take bold and pragmatic steps to accelerate gender parity and fight all forms of discriminations that have hindered women development.

“We all must work in synergy to ensure all girls have access to free, equitable and quality education. Our unity of purpose must be to help all women to end all forms of discrimination, assault, abuse, trafficking, and harmful practices such as early and forced marriages”, Adebule advised.

The Deputy Governor who noted that, though, there had been some significant efforts by government in many countries to remove all barriers being faced by women and the girl-child to guarantee their full right and freedom, there is still need for women to rise against other forms of discrimination and abuse against them that still persist in some other regions.

While commending the Lagos State government for implementing programmes and policies geared towards repositioning women to meet new challenges for their development, Adebule disclosed that the State government has been focused and proactive in the formulation of policies that ensure fairness, equality and full protection of women and girl-child rights in the State.

“In the Lagos State public service for instance, all persons irrespective of gender are treated equally in the areas of recruitment, promotion and career progression, while it is worth noting that the last four successive Heads of Service in the State have been women”, adding that women have been occupying the position of Chief Justice of the State in the last eight years.

In addition, Adebule stated that Lagos State government has taken a bold step to be the first to inaugurate the Domestic and Sexual Violent Response Team (DSVRT), the Agency saddled with the responsibility of protecting women and the girl-child from violence and abuse by reporting and prosecuting any offender of the act.

In her goodwill message, the Wife of the Governor of Lagos State, Bolanle Ambode, said the International Women’s Day celebration is highly significant towards acknowledging the achievements of women and appreciate the contributions they have made to the socio-economic development in the society.

While acknowledging and appreciating the role of women in politics, economy, academia and manufacturing, she urged women to come out of their shell, take bold steps and refuse to be limited in their vision to achieve their hearts’ desire.

“Change is the only permanent thing in life; it signifies progress and overcoming the barriers to achieving greatness. We, must, therefore, embrace change with boldness and by so doing open a new door of opportunities for ourselves”, she said.

Earlier in her welcome address, the State Commissioner for Women Affairs and Poverty Alleviation, Lola Akande, enjoined women to see themselves as potential leaders and be committed to pragmatic actions which would foster women emancipation and advancement.

She stated that this year’s International Women Day celebration is noteworthy as it coincides with the Lagos State 50th Anniversary Celebrations and therefore called on women to reflect on how they can collectively and individually be ready for a change that will totally free them from intimidation, oppression and discrimination as manifested in the theme of the celebration “Be bold for change”, urging them to have a mindset that says no to domestic violence, gender discrimination and its attendant repercussions.

The Commissioner further used the occasion to urge mothers to develop themselves in order to have constructive engagement with their children.

Lagos State Governor, Akinwunmi Ambode on Sunday identified dysfunctional family background as one of the major reasons for rising cases of domestic violence, just as he advocated the need for parents to imbibe in their wards the virtues of honesty, respect, morality, good neighborliness, peace and love.

Governor Ambode, who spoke at the Lagos House at the family day celebration hosted by the State Government in commemoration of the International Family Day, also said a lot of acts of terror and violence that have ruptured global peace and security could be traced to the absence of strong family ties, and as such parents must spend time with their children no matter how difficult it may be.

The Governor described the family as the smallest but most important unit of the society, saying things can only go right in the country if first addressed in the family.

He said: “Most of the recorded incidence of domestic violence are as a result of dysfunctional family backgrounds. Our traditional family cohesion and bond has been weakened due to daily life challenges of trying to make ends meet.

“We must, as a matter of urgency, in spite of the demanding pace of life pause and find time to reconnect with our families. Our families need us; our children need us. The family always provides emotional support in times of need. We have family members in need of emotional, physical and moral support. The support and encouragement given to a family member today can prevent a violent act of terror or suicide tomorrow.”

Speaking on the essence of the international celebration which was designated by the United Nations, Governor Ambode said everyone was born into a family and that the most important moments of people’s lives have taken place in the family, saying it was for that reason that the international body places a lot of emphasis on the family as a key factor in human relations thereby setting aside May 15 every year to celebrate the value of the family bond across ethnic, religious, social and economic divide.

On the part of the Lagos State Government, Governor Ambode assured that his administration would continue to provide the necessary infrastructural and institutional support for the family, adding that government would soon embark on building of world class Leisure Parks.

He added: “One of the crucial infrastructure that the government has put in place to encourage family bonding is the establishment of Parks and Gardens in various strategic locations across the state.

“I am happy to note that these facilities have become the convergence point for families to relax not only during festive occasions but also on weekdays and weekends. In addition, this administration has started the process of building new world class leisure parks.

“As we celebrate the international day of the family today, I urge you all to spend more time with your family, especially with our children. A hug or a smilie goes a long way in boosting the morale of family members. If we want to get the society right, we must get the family right. We must start at the family to reintroduce the norms and the values which we grew up with.

“Our families must must reintroduce and imbibe the virtues of honesty, respect, morality, good neighborliness, peace and love. We must work towards living in harmony with family members and ensuring safety of lives through healthy practices.”

Earlier, the wife of the Governor, Bolanle Ambode said without communication, social interaction, love and mutual respect for one another, a family can hardly be united or peaceful.

She said women and children deserved to be respected and pampered, adding that such was needed to avoid domestic violence.

The theme of this year’s celebration is ‘Families, Healthy Lives And Sustainable Future.’

Some of the dignitaries that graced the event include members of the State Executive council led by Governor Ambode; Deputy Governor, Dr. Idiat Oluranti-Adebule; former Lagos State Deputy Governor, Princess Sarah Sosan; Chief Judge of Lagos State, Justice Olufunmilayo Atilade, among others.

Deputy Governor of Lagos State, Dr. (Mrs.) Idiat Oluranti Adebule on Wednesday paid a visit to the Babington Macaulay Junior Seminary School, Ikorodu, where three female students were kidnapped on Monday evening, assuring that the government was fully on top of the situation.

Adebule, who was accompanied by top government functionaries and the heads of security agencies in the state, said as a mother and Commissioner of the Ministry of Education, she could imagine the pains the parents are going through as a result of the unfortunate development, but that government would leave no stone unturned until the three girls are rescued alive.

She said the state government, under the leadership of Akinwunmi Ambode, was very much concerned about the plight of the affected parents and the school, and that it was on top of the situation and working hard in conjunction with security agencies to promptly reunite the children with their families.

She also appealed passionately to the kidnappers to release the girls immediately, as the victims were innocent of whatever reasons that prompted their action.

“On behalf of the Governor and all of us in the Ministry of Education, we are here to share your pain and off course to see firsthand what has happened on Monday. The Governor has directed that we assure you and the general public that with the combined efforts of all the security agencies that the children, by the grace of God, will be rescued very soon.

“This came as a rude shock to us because nobody anticipated it; it’s quite unfortunate and very worrisome but I like to assure you that by the grace of God, we are going to receive good news very shortly.

“For the abductors, I just want to appeal to them that they should see that the people with them are children who do not know anything and in the spirit of that and the fact that they also have their children, they should release the children to their parents.

“We appeal to their conscience that whatever reasons they might have for doing this, the children are innocent and we passionately appeal to them to release the children.

“For the parents at home, they should just be calm, government is on top of the situation and we want to assure that with the combined efforts of security agencies, we will rescue these girls alive very soon.

“Again, as the Commissioner of Education and as a mother, I feel the pains of the parents and I like them to know that our hearts are with them and the state government under the leadership of his Excellency, Mr Akinwunmi Ambode will leave no stone unturned in ensuring the rescue of these girls very soon,” Adebule said.

Earlier, Proprietor of the School and Bishop of Remo Diocese of Anglican Church of Nigeria, Dr. Michael Fape commended the state government for the quick response to the distress call made on the kidnap, saying the action of government and the security agencies were encouraging and assuring that the girls would soon be rescued.

“We can’t thank you enough. We are sure these girls will be rescued. And of course the way the Lagos State Government has risen to the task of rescuing these girls also gives us a lot of encouragement.

“The Governor himself and the Commissioner of Police and every one of them have been on top of the situation. Their efforts have been so encouraging and we sincerely thank them.

“We thank your Excellency for finding out time to come here in person despite your tight schedule. As Bishop in charge of this diocese, we have only come to see things for ourselves too. We trust God that God on our side and the efforts being put in place by the state government, these children will be recovered”, the Bishop said.

Also, the Principal of the school, Ven. Olaoluwa Adeyemi told the Deputy Governor and her team that the kidnappers gained access to the school premises through a deep hole they effected on the fence of the school.

He said after the kidnappers gained entrance, they started shooting sporadically into the air, and eventually overpowered the security personnel in the school, as the hoodlums came with superior weapons.

“The security in school tried to combat them but the weapons they came with were very heavy. They went into the classrooms; the students in fact put up a good fight but the kidnappers overpowered just about three students and whisked them away.

“Immediately, we called the Commissioner of Police, Fatai Owoseni because fortunately I have his number and immediately the Governor was informed and within the space of two to three hours, the school was filled with security people. All the security agencies combed the environment here till morning. Apparently, we could not get them but since then, security people have been really working hard.

“We like to appreciate the Lagos State Government in particular for the quick response. Everybody have been coming; the police, DSS. In fact, the CP himself led the helicopter surveillance yesterday and they went all around.

“We have spoken this morning and he is on his way here. We pray that God will crown the efforts with great success and our children will be back with us save and sound. God will intervene and Nigeria will be a better place for all of us.

“Three children were involved and we have contacted their parents and tried to discuss with them and other security information are with the security agents,” he narrated.

Lagos State government says it is committed towards implementing new policy initiatives that are geared towards what it called 360 degree initiatives in public schools in the state.

The State Deputy Governor, Dr Idiat Oluranti Adebule who disclosed this on Tuesday on the occasion of the 6th Anniversary of Uniformed Voluntary Organisations in public schools in the state explained that the initiatives will facilitate the expansion and improvement of a comprehensive and total education of students through equitable access to appropriate functional education and life skills programmes.

“Government will faithfully improve schools’ infrastructure, teaching methods and staff quality to achieve better performance outcomes including the introduction of technology-based teaching learning tools for the senior category of students. This explains why a huge percentage of the budget is committed to the education sector,” she said.

Dr Adebule who supervises the Education Ministry in the State noted that government was convinced that to achieve better education delivery, the cooperation and partnership of all stakeholders including teachers, parents, the media, corporate organisations, individuals and all educational agencies is imperatives hence she called for the support of all the stakeholders.

According to her, the rejuvenation of uniformed voluntary ogranisations in public schools in the State was informed by the commitment to the continued provision of an all-round and a holistic education to the children.

“We believe that it is our responsibility to help them not only to develop mentally but physically, emotionally and socially. The effect of this will be total and well-rounded individuals for the challenges of the global society,” the deputy governor averred.

She explained that since the re-launch, the uniformed clubs in public schools have helped to achieve these goals as manifested in the students’ sterling virtues such as discipline, obedience, honesty and leadership traits necessary to prepare them for leadership roles in future.

Dr Adebule added that the voluntary clubs have also enhanced the extracurricular activities in public schools as many student have now become more interested in them which accounts for the increase in membership..

Said she, “as we commemorate the 6th year anniversary of the re-launch today, I enjoin you to continue to be focused on the very essence of the re-birth of these organisations in our schools.

“To my dear children, just as well all rejoice with you today, I want to advise you to continue to be well-behaved, disciplined and concentrate on your studies in order to justify government investment in you as the center of our education policy in the state.”

The Deputy Governor therefore enjoined all stakeholders including the media and corporate organisations to support and encourage the students to further stimulate their interest and be active in the activities of the clubs.

Lagos State government has introduced what it called the Lagos State Student Personal Identification Number (LASPIN) that will capture the biometrics of students in all its public primary and secondary schools.

The State Deputy Governor, Dr Idiat Oluranti Adebule who disclosed this in Lagos on Sunday explained that the LASPIN will be the unique identity of each student throughout his/her schooling period in the State’s education system.

Dr Adebule who supervises the Education Ministry in the State pointed out that the transfer process of students in the state would now be streamlined as a result of the introduction of LASPIN as it will not only control but discourage abuse and make the process more transparent.

The Deputy Governor also pointed out that government is determined to improve on the pass rate for Lagos State Students at the external examinations particularly WAEC and NECO examinations from the present 37 percent to not less than 60 percent by 2019.

She reiterated the commitment of the state government to the adoption of e-curriculum platform/solution to assist teachers in accessing directly the subject curriculum and syllabus as released by National Education Research and Development Council (NERDC).

“The introduction and adoption of the e-curriculum platform/solution would not only assist teachers in accessing directly the subject curriculum and syllabus as released by National Education Research and Development Council (NERDC) but would also guarantee uniformity as well as ease the development of lesson plan and teacher’s guide from the Ministry’s portal,” the deputy Governor opined.

She noted that intensive monitoring and supervision of the teaching and learning activities in schools by the quality assurance office and the need to ensure that course works and tests are challenging enough to meet WAEC/NECO standards are parts of measures that have been put in place in the State in order to achieve the zero tolerance for failure and poor performance in academic students in Lagos Schools.

According to her, improved local and international training and development programmes for teachers and school managers would also be undertaken to enhance their capacity to effectively teach and impart knowledge with dexterity and employing modern tools and methods as well as learn contemporary school management skills.

Said she, “Government will undertake the systematic introduction and exposure to I.T. based teaching and learning tools (e.g. learning tablets) starting from the Senior Secondary level in order to make our teachers and students compete globally and be compliant with modern trend.”

In order to curb the culture of indiscipline and cult activities in the State secondary schools, the Deputy Governor noted that rules and regulation have been firmed up thus students handbooks have been introduced while the use of the black book/list of offenders would be revived in secondary schools in Lagos State.

Lagos State Deputy Governor, Dr Idiat Oluranti Adebule has asserted that primary, secondary and tertiary institutions in the state would soon witness significant and measurable improvement in their quality of physical infrastructure and facilities.

Adebule who supervises the Ministry of Education noted that all levels of education in the state would benefit from aggressive provision of classrooms, laboratories, furniture, and other required amenities for the schools to function properly adding that adequate spread would be ensured especially at the primary and secondary levels.

According to her, the State government has adopted a new school building design for secondary schools in the State to be named “Ibile” School Building that is to address the exponential growth in population which has put immense pressure on schools’ infrastructure thereby creating a huge infrastructural gap.

According to her, “We are not unmindful that majority of the public secondary schools in the State lack essential amenities such as water, electricity and toilet facilities thus the need for the state government to provisioned for them as well as consider safety and friendly environment for learning in Schools”.

Dr Adebule pointed out that the Ibile School Building is a multi-purpose building project that provisioned for 18 classrooms, Art Room, Applied Technology room, Admin and Counselling Office, Mechanical room, Physical Education room, Resource/Special Education room, Restrooms, Science Facilities & Laboratories, Teacher Preparation room, Dining and Home Economic Kitchen, Music room, Languages room, Lobby to showcase trophies and history of the school, Library/Media Centre, Courtyards/Common Areas and Health Services room.

At the primary school level, the Deputy Governor acknowledged the fact that the responsibility for infrastructure and personnel cost is vested in the Federal Government through the Universal Basic Education Commission (UBEC) and Local Governments respectively, she reiterated that the State Government is committed to ensuring that the gaps in the infrastructure development in primary education is filled by promptly contributing its own counterpart funding for development in the primary schools.

“Presently there are 1007 Early Child Care/Primary Schools and 506,000 pupils in the State and most of the structures are in very deplorable state. The need to carry out massive rehabilitation cannot be overemphasized. In furtherance of these, the State Government recently contracted the provision of school furniture to the tune of N526m which are been distributed into the schools system.”

While stressing that the process of recruiting 1,300 primary schools teachers into the school system is almost completed. she added that teachers’ professional training and skills development would also be intensified.

In her words, the infrastructural needs of special education schools would also be given priority attention in this fiscal year. The plan is to establish two special schools at Epe and Badagry to complement and improve the capacity of the five existing schools as well as achieve spread and cater for the ever increasing number of special need students.

She however noted that government alone cannot address all the infrastructural needs in the State schools hence the decision to strengthen and intensify the Adopt-a-School programme with a view to furthering the public-private-partnership (PPP) in improving infrastructure in public schools.

To this end, she called on the private sector and respected individuals to support the laudable initiatives of Mr Akinwunmi Ambode in the education sector.

Dr Adebule averred that the State Government recognises the impact of Vocational and Technical education in productivity and economic development of the State and as a result is committed to increase their numbers, review their curriculum and promote effective teaching.
