The Civil Defence, Fire, Immigration and Prisons Services Board (CDFIPB) has approved the dismissal of three senior Prisons officers serving in Kuje Medium Security prison and three other senior officers serving in Koton Karfe prison for their complicity in the escape of prisoners from the respective prisons.

The dismissal letters dated 12th August, 2016 were signed by the Secretary to the Board Alhaji A A Ibrahim.

The letter reads in part “…… Civil Defence, Fire, Immigration and Prisons Services Board (CDFIPB) considered the allegation of serious misconduct arising from your negligence of duty as leveled against you ….. The Board thereafter approved your immediate dismissal from the Nigerian Prisons Service.. in line with the provision of the Public Service Rule 030402 (O) being an action prejudicial to the security of the State”.

Similarly the Controller-General of Prisons in his capacity has approved the dismissal of seven junior staff serving in Kuje Medium Security prison and 10 other junior staff serving in Koton Karfe prison also implicated in the escape saga.

The affected officers are to hand over all government properties in their possession to Jailbreaks their immediate superior and proceed accordingly.

Meanwhile the officer in charge of Nsukka Prison DCP Okonkwo Lawrence and 10 others have been suspended over the recent prisoners’ escape from the prison.

The suspension is to allow for detailed and uninterrupted investigation into the circumstances surrounding the incident in order to facilitate appropriate action by the authority.

It would be recalled that in the wake of incessant escape of prisoners from some prisons in the country the CGP, Ja’afaru Ahmed on the 2nd of August, 2016 convened an emergency meeting of Command Officers and 241 officers in charge prisons across the country to reassess security measures for safe keeping of prisoners.

Although a number of escapees have been recaptured, efforts are still being made to ensure that all the fugitives are apprehended and returned to prison custody.

The Controller General assured all officers and men of the Nigerian Prisons Service of his readiness to support and encourage hard work and dedication to duty but frowns at acts of negligence capable of embarrassing the Service and the nation at large.

While appreciating the collaboration of security agencies, vigilante groups and members of the public for their support, the Controller General further assures that all necessary measures are being put in place to guarantee maximum security of persons in Prison custody.

Thirteen inmates in the early hours of Saturday escaped in fresh jailbreak recorded at Koton Karfe prison in Kogi.

The News Agency of Nigeria (NAN) gathered from a reliable source that the incident happened at about 7a.m. when the inmates forcefully brought down the wall of the prison.

The all male prison facility which was inaugurated in 2014 has the capacity to accommodate 180 inmates.

However, NAN gathered that it was accommodating 263 inmates as at the time of the jailbreak, Saturday.

It was further gathered that one of the escaped inmates was re-arrested almost immediately by security agents.

This was the third jailbreak recorded in Koton Karfe as the old prison facility witnessed similar jailbreaks in 2010 and 2013.

In previous jailbreaks 132 inmates escaped from the prison and majority were awaiting trials.

It was gathered that Comptroller–General of the Nigeria Prison Service immediately sent a representative to Koton Karfe to assess the situation.

The State’s Controller of Prison, Musa Maza, who would have shed more light on the incident, did not pick several calls made to his mobile telephone line.

The Minister of Interior, Mr Abba Moro, has ordered the contractor handling the new Koton-Karfe medium prison in Kogi to complete the facility within two weeks or risk sanctions.

Moro gave the order on Tuesday in Koton-karfe while assessing the level of damage done to the old facility by gunmen who attacked the prison on Sunday night.

Gunmen armed with grenades attacked the prison on Sunday night, freeing 144 inmates, out of whom 15 had returned, while one died in the process.

The minister condemned the attack and said that the Federal Government had ordered that security be beefed up around the facility and other prisons across the country to forestall a recurrence of such act.

He said “the attack on that prison is most unfortunate, particularly that it came on the heels of a previous attack on the prisons.

“We have gone there and we saw what happened and the attack virtually took the same pattern — use of explosives to break the walls of the prison.

“What we have done now is to ensure that we step up our security and also encourage prison warders, the police and soldiers to continue to increase their level of security and surveillance around the prisons.’’

He described the Koton-Karfe prison as obsolete, saying that was what informed the construction of the new prison which was nearing completion.

Moro, who also took an assessment tour of the new prison which was few kilometres away from the old one, expressed optimism that the new prison, when completed, would forestall such jail breaks.

He said most of the inmates of the old prison would be moved to the new prison to decongest the facility and ensure maximum security in line international best practice.

The minister said “I have directed that given the level of work that has been carried out here already and given the circumstances in which we found ourselves, I have given an ultimatum of two weeks within which the contract for this new medium prison should be completed.

“And the contractors have given assurance to abide by the ultimatum.’’

Moro assured that appropriate authorities were working hard to re-arrest the 144 prison inmates who were freed and commended the 15 that returned to the prison.

“For these criminals to escape, it adds to the level of insecurity in the country. On our own part, we cannot allow them to perpetrate evil in the society.

“We are working in partnership with other security agencies and the community to ensure that they are re-arrested and brought to book,” he said.

He said that the ministry was doing a lot to decongest prisons across the country.

He also stated that the ministry was working with appropriate authorities, especially the Ministry of Justice, to ensure that those awaiting trails were not unnecessarily kept in prison.

The new Koton-Karfe Prison is designed to accommodate 80 inmates in line with international standards, although the minister said the facility can be subjected to further expansion.
