Troops of operation Lafiya Dole have arrested Modu Ari for supplying information to Boko Haram.

Ari was said to have been spying on the formation of the troops, and this had led to attacks on the military operatives.

Mohammed Yerima, army spokesperson, in a statement on Sunday, said investigations were ongoing to unravel more local informants.

“Troops of Operation Lafiya Dole have arrested suspected Boko Haram informant whose spying activities and that of his accomplices were responsible for the attacks on troops position by terrorists in Kamuya, Yobe State,” the statement read.

“The informant who was identified as Modu Ari was apprehended by troops of 27 Task Force Brigade.

“On interrogation, he confessed to have revealed troops’ movement and position to his Boko Haram collaborators.

“Investigation is however ongoing to unravel the network of local informants whose nefarious activities have endangered troops on clearance operations around the fringes of Timbuktu Triangle.

“The unfortunate sabotage of troops movement by Ari and his accomplices made it possible for the terrorists to attack the rear element of troops on patrol.

“Though the attack was swiftly repelled by troops from the Tactical Headquarters of 27 Task Force Brigade and Army Super Camp 3 Buratai, own troops suffered some casualties.

“In spite of the setback, the Chief of Army Staff has encouraged troops of Operation Tura Takaibango to keep their fighting spirit up and to remain dedicated in the effort to flush out the remnants of the terrorists as quickly as possible.

“He charged them not to relent even in the face of gross unpatriotic acts of some locals who are snitching on their movements and positions.”

He said citizens are advised to avail the troops of credible and timely information that will help them flush out the insurgents.

The Socio-Economic Rights and Accountability Project (SERAP), Enough is Enough (EiE), and BudgIT have sent a joint Freedom of Information request to Lt. General Tukur Yusuf Buratai, Chief of Army Staff of Nigeria, requesting him to use his good offices and leadership position to “urgently provide information on the 2015, 2016 and 2017 budget implementation reports of the Nigerian Army, including the amounts released (financial implications) and expended in fiscal years 2015, 2016 and 2017 for the various operations the Army carried out.”

The groups also urged Buratai to furnish them with “the amounts released (financial implications) and expended in fiscal years 2015, 2016 and 2017 for: Operation Lafiya Dole, Operation Safe Haven, Operation Python Dance, Operation Ruwan Wuta, Operation Delta Safe, Operation Mesa, Operation Harbin Kunama, Operation Awatse, Operation Tsera Teku and Operation Crocodile Smile.”

In the FOI request sent last week and signed by Bamisope Adeyanju of SERAP, Seun Akinyemi of EiE and Atiku Samuel of BudgIT, the groups said: “Transparency of the budget process and its implementation is an essential condition to achieve good governance. The reports, if provided and published, will shed light on military spending and put to rest once and for all the perceived lack of transparency and accountability in the spending of military budgets, which has been a subject of intense public debate and concern.”

The groups said: “If the requested information is not provided within 14 days of the receipt and/or publication of this letter, our organizations shall take all appropriate legal action under the Freedom of Information Act to compel you to comply with our request.”

According to the groups: “several billions of naira allocated to the military to defend the country and protect its people have neither contributed to improving the ability of Nigerian soldiers to fight Boko Haram and other armed groups nor provided the much-needed security especially for Nigerians in the North-east of the country.”

The FOI request read in part: “The information being requested does not come within the purview of the types of information exempted from disclosure by the provisions of the FOI Act. The information requested for, apart from not being exempted from disclosure under the FOI Act, would serve the national interest, public welfare, public interest and peace, human rights, good governance, transparency and accountability.”

“By virtue of Section 1(1) of the Freedom of Information Act, 2011, we are entitled as of right to request for or gain access to information, including information on 2015, 2016 and 2017 budget implementation reports of the Nigerian Army, and the amounts released (financial implications) and expended in fiscal years 2015, 2016 and 2017 for the various operations listed, which have yielded no tangible result.”

“Also, by virtue of Section 4(a) of the FOI Act, when a person makes a request for information from a public official, institution or agency, the public official, institution or agency to whom the application is directed is under a binding legal obligation to provide the applicant with the information requested for, except as otherwise provided by the Act, within 7 days after the application is received.”

The Chief of Army Staff, Lt.-Gen. Tukur Buratai, has again charged troops to move deep into the bushes to engage and clear remnants of the Boko Haram terrorists from the North-East region.

“You must take this fight to their hideouts. You must go further, that should be the next state.’’

Buratai gave the charge on Tuesday in Bama, after he decorated two officers and 63 soldiers with “Gallantry Medals” for their exceptional performances in the clearance operation.

The officers and soldiers are from 151 Armoured Battalion, 21 Brigade of Operation Lafiya Dole.

On July 10 and Aug. 5, respectively, the troops ambushed and repelled the terrorists, neutralising over 13 insurgents and recovered weapons from them.

Two solders died in those incidents.

The COS moved to the Theare Command of Operation Lafiya Dole in Maiduguri, after the Acting President, Prof. Yemi Osinbajo ordered service chiefs to relocate to Borno to take charge of operations, following renewed attacks.

Buratai, who relocated in compliance with the directive, had been visiting troops in the front line to boost their morale.

“I won’t accept a situation where our troops are being unnecessarily killed or innocent civilians are ambushed on the highways or in some other areas.

“The remnants (of terrorists) that are roaming in the bushes and forest must be followed through.

“They must be identified and cleared. Don’t rest on your oars. We still have little to accomplish. You have done the greater part

“We are moving to the end of this operation, but there are still more tasks to be accomplished.

“It requires perseverance and discipline, so, let us work harder and clear these criminals, “Buratai told the troops.

He congratulated the recipients of the award and reminded soldiers fighting the terrorists that they were rendering national service to keep Nigeria united.

The army chief urged the troops to replicate the feat achieved by the awardee and assured them of their welfare.

The Nigerian Army says it will continue to maintain zero tolerance for Human Rights abuses in the ongoing anti-terror war in the North East.

Maj.- Gen. Lucky Irabor, the Theatre Commander of Operation, Lafiya Dole, gave the assurance Monday while receiving a delegation from the UN Security Council in Maiduguri.

Irabor said that troops deployed to the theatre were made to undergo special training on code of conduct before their deployment.

“The theatre has zero tolerance for any form of Human Rights abuse. To that extent, we have instituted measures to ensure that our troops operate within the provision of International Human Rights laws,’’ he said.

He added that the International Human Rights laws were well entrenched in Nigerian Army’s code of conduct and rules of engagement.

“Prior to induction of any unit into the theatre, troops go through training where the issues of code of conduct are taught to ensure that they keep to the rules of engagement,’’ he said.

He also said that there were dos and don’ts that soldiers were made to abide by in operations.

“For anyone who defaults, we have a standing court martial in Maiduguri to try cases of misdemeanour.

“Some soldiers have been court martialed, awaiting sanction and ratification by appropriate authority,’’ Irabor said.

He said that the military was also working with the International Committee of the Red Cross to ensure the protection of Human Rights in its detention centre.

“We are collaborating with the ICRC on our detention centre and they have free access to our detention facility.

“We have been collaborating with them and they have been supportive,’’ the military commander said.

Earlier, Amb. Matthew Rycroft, leader of the UN delegation, commended the military for its gallantry in fighting the Boko Haram.

“We recognise the threat Boko Haram had created in your country and its neighbours.

“We commend the Armed Forces of Nigeria engaged in this operation and the Multi-National Joint Task Force,’’ Rycroft said.

The ambassador also commended the Nigerian Army for the success it recorded in the fight against Boko Haram insurgence.

“We know that the fight has not been won; we encourage you to continue your efforts.

“We are also firm in our determination to assist in alleviating the humanitarian crisis in the region,’’ Rycroft said
