Instagram famed crossdresser Idris Okuneye alias Bobrisky on Saturday escaped to evade arrest following the deployment of policemen to scuttle his planned birthday celebrations.

Bobrisky who turned 28 on Saturday had planned a birthday bash at the Pearls Gardens in Lekki Phase 1 on Saturday and another slated for Paradise Boat Club, Victoria Island on Sunday.

But Police Commissioner Zubairu Muazu ordered the deployment of water-tight security to ensure the party did not hold and also arrest Bobrisky, other cross dressers found.

It was gathered that five alleged members of Bobrisky’s club were arrested for breach of public peace and indecency and were currently in police custody.

According to the police, the government was not ready to allow continuous breach of existing laws, noting that allowing public display of actions that could corrupt young people was inimical to national consciousness.

A signal from the Lagos Police Command to Elemoro, Epe, Alausa and Victoria Island noted that the “popular celebrity and male barbie” was to celebrate his birthday at 10am at the Pearls Gardens in Lekki Phase 1 and thereafter host a party at Club DNA, 76 Adetokumbo Ademola Street, opposite Eko Hotel and Suite, Victoria Island by 10pm on Sunday.

It said a beach party was also scheduled for 10am on Sunday at Paradise Boat Club, plot 8, Walter Carrington Crescent, Victoria Island, directing the deployment of patrol vehicles and over 100 personnel to the venues to prevent any immoral act from taking place.

“Considering the pedigree of the celebrant, the event may likely cause breach of public peace and it is expected that no immoral display should be allowed.

“To augment security at each of the venues, ACPOL Area ‘A’ Lion Building/SUPOL Victoria Island is to mobilize 50 men from own Area Command/Division to provide security at Club DNA, 76 Adetokumbo Ademola Street, opposite Eko Hotel and Suite, Victoria Island and Paradise Boat Club, plot 8, Walter Carrington Crescent, Victoria Island on August 31 and September 1 respectively.

“To be assisted by DPO Victoria Island, ACPOL Area ‘J’ Elemoro/SUPOL Maroko is to mobilize 50 men from own Area Command/Division to provide water-tight security at Club DNA, No 76 Adetokumbo Ademola Street, opposite Eko Hotel and Suite, Victoria Island and Paradise Boat Club, plot 8, Walter Carrington Crescent, Victoria Island.”

“Note, Area commanders/DPOs are to personally lead the men to the locations and ensure no immoral act should take place while the locations should be shut down if necessary. Ensure strict compliance please,” the signal read in part.

Confirming the arrest, Deputy Commissioner of Police (DCP) Mohammed Ali said Bobrisky was engaging in acts that were offensive to the generality of the populace, adding that some of his actions violated the Criminal and other laws of the land.

He warned that breach of public decency was an offence punishable under Nigeria’s law, warning that the command would not allow it’s jurisdiction to be used by anyone to propagate homosexuality.

Lagos State Commissioner of Police, CP Imohimin Edgal, says having sex inside a car parked in public place is an indecent act and offence punishable by law.

Edgal made this known on Wednesday in a statement signed by the spokesman of the command, CSP Chike Oti.

The Lagos police boss was reacting to an online publication credited to @POLICENG_PCRRU to the effect that ”Sex in a car in a public place is not a crime in Nigeria, provided the location was not a place of worship.”

The publication further said that parties could have sex if age 18yrs+, the act was consensual (agreed to by parties) and parties were of opposite sex and requested to contact @POLICENG_PCRRU if arrested.

“Sequel to the development, the CP Lagos has been advised by the Director of Public Prosecution of the state Ministry of Justice and the Legal Department of the State Police Command, Panti, Yaba with relevant sections of the law as follows:

“Section 134 (a) Criminal Law of Lagos state 2015, prohibits any indecent act in any public place without lawful excuse. The Law holds that such person is liable on conviction to 2 years imprisonment.

“Section 136 of the Criminal Law of Lagos state, 2015 provides that any person who commits any act of gross indecency with another person in public commits an offence and liable on conviction to 3 years imprisonment.

“It must be noted that section 134 which deals with offences against morality particularly section 134 (a) have it that indecent act in a public place makes both parties engaging in the act liable to imprisonment for 2 years.

“In the same vein, section 231 of the Criminal Code Act which is a Federal law and applicable in states other than the northern states where Penal Code is applicable also make Indecent Acts punishable.

“Going forward, the authorities of the Lagos State Police Command hereby declares that the assertion that sex in a car in a public place is not a crime in Nigeria is misplaced as the provisions of the Criminal Law of Lagos State prohibits such acts in public even if it is done with consent of the other party,” Edgal said in a statement.

The police boss, therefore,urged Lagosians to be guided by relevant sections of the law against such acts.

The Road Transport Employers Association of Nigeria (RTEAN), Lagos State Chapter, on Friday said that members of the union would not be used as political thugs in the 2019 general elections.

Alhaji Mohammed Musa, the Chairman of RTEAN gave the assurance while speaking with the News Agency of Nigeria (NAN) on the warning by the Lagos State Police Commissioner, CP Imohimi Edgal, to transport unions.

NAN reports that Edgal, on Wednesday, warned members of the transport union that the police was ready to battle any group that was out to disrupt the electioneering processes.

Edgal gave the warning following allegations that some politicians were arming union members to cause chaos should their candidates not emerge victorious in next year’s election.

The commissioner spoke at a meeting with chairmen of 64 political parties and their candidates as well as other security agencies held at the Police Officers’ Mess Ikeja.

Musa told NAN that the union had sensitised its members and warned them to stay away from electotal violence.

“We have warned our members to steer clear of electoral violence and thuggery before, during and after the 2019 general elections.

“We have stressed the need for each member of the transport union to possess Permanent Voter Cards (PVCs) to enable them install representatives they want in government.

“We have warned that the union will disown any member caught in violence, so I believe that my union members will not engage in electoral violence,’’ he said.

The chairman warned politicians to also desist from luring and inducing transport union members to perpetrate violence.

According to him, politicians should rely on the use of voter cards rather than violence to achieve their goal.

“As their leader, I have my voter card. I have advised every one of my members to go and get their PVCs.

“Our members should not be used by politicians and they have been warned never to be involved in such dealing with any politician.

“So, police should count our members out of those who will cause trouble during elections; we have done enough sensitisation. What I told all my members is that all they need to do is to get their PVCs which we have made compulsory for all,” the RTEAN boss said.

He said that the police should focus more on the politicians who might be buying arms to win power.

According to him, the association will deny and expel any member involved in violence.

Recall that the state chapter of the union in October organised an awareness campaign tagged: “Operation Show Your Permanent Voter Cards’’ for its members.

Lagos Police Commissioner Imohimi Edgal Wednesday warned members of the National Union of Road Transport Workers (NURTW) that the police was ready to battle any group that was out to disrupt electioneering processes.

Edgal gave the warning following allegations that some politicians were arming NURTW members to cause chaos should their candidates not emerge victorious in next year’s election.

He spoke at a meeting with chairmen of 64 political parties and their candidates as well as other security agencies held at the Police Officers’ Mess Ikeja.

He said: “There is allegation that people are arming NURTW members to cause problem during the election. I warn that we will meet force with force, fire with fire.”

The Nation reports that the meeting was triggered by allegations by Peoples Democratic Party’s (PDP) Jimi Agbaje that his campaign posters, billboards were removed by unknown persons.

Advising participants to engage the Lagos State Signage and Advertisement Agency (LASAA), Edgal said: “Lagos State is politically mature. The removal of the billboards and poster could not have been an intentional act and that is why I have invited the LASAA MD to be here today in order to clear the air on the issue.”

However, LASAA explained that posters and billboards were removed from some roads because the parties concerned did not obtain permission.

According to Managing Director LASAA Mobolaji Sanusi said it was only the All Progressives Congress (APC) that sought and obtained permission before placing their campaign posters.

He said there were rules and regulations guiding the pasting of bills in the state which must be adhered to, adding that the agency usually undertook weekly clean-up to take out unapproved pasted bills.

Resident Electoral Commissioner Sam Olumekun advised politicians to focus on issues-based campaign instead of things that could result to violence.

Olumakun noted that INEC would ensure a free, fair and credible election which he said can only be achieved in a peaceful atmosphere.

At the meeting were all candidates of the 64 registered political parties except Agbaje who was represented by his deputy Mrs. Haleemat Busari.

The police have arrested a former Speaker of the Lagos State House of Assembly, Joko Pelumi, and 49 others over alleged attack and killing of a police officer attached to the anti-cultism unit.

Lagos State Police boss, Imohimi Edgal, told newsmen in Ikeja that the former speaker, along with others, attacked and killed Akingboju Akindele, a deputy superintendent of police, while trying to effect the arrest of some suspected cultists.

“On Oct. 27, at about 4:30 p.m, a team of Anti Cultism policemen attached to Area ‘N’ Ijede, were attacked while trying to effect arrest of some suspected cultists. In the process, a police officer by name DSP Akingboju Akindele was killed. Investigation into the case led to the arrest of 49 suspects including a former Speaker, Lagos State House of Assembly, Rt. Hon. Joko Pelumi,” he said.

Edgal added that the suspects were traced to the former lawmaker’s house where they were reported to be hibernating after committing the dastardly act. He said investigation had narrowed down the arrested suspects to five who actively took part in the crime.

“The policeman’s rifle had been recovered at water front Ijede where it was buried. The other suspects and the former lawmaker will be treated as accomplice. All the arrested suspects are currently being investigated at SCIID Panti, Yaba and would be charged to court on Monday.” he said.

The Lagos State Police Command has launched a joint operation with other sister agencies to seriously tackle the upsurge in traffic gridlock on roads across the State caused by lawlessness on the part of some motorists, among other factors.

Tagged Operation Restore Sanity On Lagos Roads/Operation Velvet, the police said it would henceforth impound the cars of defaulting drivers and arraign them immediately in a Mobile Court that will be attached to the joint service team to enable quick dispensation of justice to erring motorists.

In a statement on Sunday by the Public Relations Officer of the State Police Command, CSP Chike Oti, the police said it had already identified the worst hit areas, while the joint operation team involving the Lagos State Traffic Management Authority (LASTMA), Federal Road Safety Corps (FRSC) and the Nigeria Security and Civil Defence Corps (NSCDC) had been constituted to commence enforcement activities with immediate effect.

According to Oti, “The frustrations of commuters plying Lagos roads, substantially caused by recent upsurge in the volume of traffic and lawlessness of some road users with its attendant gridlock, has attracted the attention of the Nigeria Police, Lagos State Police Command and it has resolved to tackle the hydra headed problem with all the seriousness it deserves in order to bring back law and order on the roads through a Joint Service Operation code named ‘Operation Restore Sanity On Lagos Roads/Operation Velvet.’

“The Command identified the underlisted places as worst hit areas requiring robust intervention by security agencies: Akpongbon Bridge, Obalende Bridge, Idumota inward Iddo, Marina, Victoria Island by Bar beach, Ijora-Marine bridge, Oshodi Apapa Expressway, Ijora-Badia to Alakia junction, Ojuelegba under bridge, Tradefair, Alakija, Volks, Iyana-Oba, Alaba Rago, Festac 1st Gate, 2nd Rainbow, Agege Motor Road, Mobolaji Bank Anthony Way, Allen Avenue, Agidingbi by Omole and Ile Zik to Mangoro.

“Others are Oko Oba Road, Ashade Road, College Road, Elere Oke Koto, Pedro by Charlie Boy, Ketu Mile 12, Maryland Intersection, Odo Iyana Alaro, BRT Lane inward Ojuelegba, Jibowu, Bariga Traffic towards express, Lekki Admiralty Way, Freedom Way Ikate, Chevron Roundabout, VGC Roundabout, Ilaje Bus Stop, Ajah, Ado Road by Ajah, Abraham Adesanya Roundabout, Customs Point by Agbara Bridge, Agege Road by Dopemu, Ikotun Egbeda Bus Stop and Iyana-Ipaja Roundabout.”

Oti added that the Commissioner of Police, CP Imohimi Edgal had already met with State Chairmen of all major transport unions and leadership of LASTMA and FRSC where the root causes of the chaotic traffic were traced to activities of motorists driving against traffic, adding that the relevant laws would be applied to address the situation.

“In a meeting held on Saturday, October 27, 2018, at Powa Secretariat, Oduduwa Street, GRA Ikeja, attended by the State Chairmen of all major transport unions in the State, Federal Road Safety Corps officials and the Lagos State Traffic Management Agency (LASTMA), the Commissioner of Police, Lagos State, CP Imohimi Edgal, noted the activities of intransigent commercial drivers and motorcyclists as well as motorists driving against traffic and on the BRT lanes, as root causes of the chaotic traffic situation being experienced in the State.

“He, therefore, warns that the police in collaboration with sister agencies like the Federal Road Safety Corps (FRSC), Civil Defence Corps of Nigeria Lagos State Traffic Management Agency (LASTMA), will impound the cars of defaulting drivers and arraign them immediately in a Mobile Court that will be attached to the Joint Service Team to enable quick dispensation of justice to erring motorists,” Oti quoted the CP as saying.

The police said the decision to come up with the enforcement became imperative owing to the fact that if allowed unchecked, the situation has the potential to lock down the entire State and bring the wheel of economic activities to a grinding halt.

The Lagos State Police Command on Monday uncovered a printing press where election materials meant for the election holding in Ekiti State were being printed.

The Lagos Commissioner of Police, Imohimi Edgal, led some detectives to the printing press located at 13A and 13B, Oguntona street, Gbagada area of the state, on Monday.

The Police said it learnt from intelligence information that ballot papers meant for Saturday’s governorship poll in Ekiti state were being printed at the printing press.

Two persons were arrested when the Police stormed the company.

Among the items the Police said were discovered at the printing press include a booklet of form belonging to Ekiti State Independent Electoral Commission (EKSIEC), as well as a copy of the state’s voter card register.

Briefing journalists after the raid, Edgal said: “On July 8, an intelligence report from a credible source was received by the Command that ballot papers meant for the forthcoming gubernatorial election in Ekiti were being printed in a company, O’Naphtali Limited, located at 13B Oguntona crescent, Gbagada, Lagos.

“The company is owned by one Eniola Fayose. The report further revealed that some of the printed ballot papers were moved to Ekiti in three Hilux vans on Friday July 6, while the artworks were still in the company’s graphic computers.

“Based on the report, I led a contingent of policemen to the location, to verify the information. At the scene, it was also discovered that the buildings are being used for general printing/art work,” Edgal said.

The commissioner said a search warrant was executed on the premises and the following items were recovered: “One HP laptop, one Acer laptop, one booklet of form EC/ EK 8B Ekiti State Independent Electoral Commission (EKSIEC); three EKEC 50 A envelops for miscellaneous materials, two pieces of Ekiti SEC, eight A(1) statement of result, and one copy of form Ekiti SEC eight A(1).”

Others are “one income tax clearance certificate of Ekiti state, seven pieces of Ekiti state Internal revenue motor receipts, one piece of form EC 8A of Ekiti SEC, one piece of Ekiti state voter’s card register, log book cover for Ado local government” among others.

He added that preliminary investigations by the detectives showed the company is said to be in a contractual agreement with the Ekiti state Independent Electoral Commission “to print the elections materials found during the search.”

Edgal said the recovered laptops are being scrutinised by police ICT experts.

The Lagos State Police Command on Sunday said it has concluded plans to commence massive arrest of unlawful commercial motorcycle operators, popularly known as Okada riders from June 15.

Rising from a meeting held with the State Commissioner of Police, Imohimi Edgal and commercial motorcycle unions, the Police Command said the new enforcement was coming in view of the unfortunate incident of May 30 whereby some okada riders, attempted to burn Ibeshe Police Post but ended up burning a police patrol vehicle stationed at a black spot in the town.

A statement signed by the Police Public Relations Officer, SP Chike Oti, said the meeting, convened by the State Police Command was attended by different okada unions in the state, such as MOALS(Motorcycle Operators Association of Lagos state) NAMORA ( Nagari Motorcycle Owners and Riders Association) and ORWA (Okada Riders Welfare Association).

He said during the meeting, held at the MD Abubakar Conference Hall of the Police Headquarters, the CP decried the attitude of some okada riders who attack members of the public or constituted authorities at the slightest disagreement.

He warned that the police would not only arrest unruly okada riders but ensure that they face the full wrath of the law.

Oti said five resolutions were reached at the end of the meeting which would take effect from Friday, June 15 thus:

* Any motorcycle without licence plate number will be impounded;

* All commercial motorcycle operators are restricted from plying the highways and the bridges;

* Every commercial motorcycle operator must register with any of the approved unions for the purpose of accountability and easy identification.

* Every commercial motorcycle operator must wear an apron which must indicate the union he belongs and bear boldly, his identification number .

* A joint taskforce, comprising the police, the Lagos State Taskforce on Environmental Sanitation and members of the motorcycle unions to oversee the implementation of the resolution reached and the enforcement of the Lagos State traffic laws.”

He said the CP also charged members of the union to embark on massive enlightenment of their members before enforcement will begin on June 15, so that they don’t run foul of the law.

Speaking at the inaugural edition of the Lagos State Security Summit held at Eko Hotels and Suites, Victoria Island, Edgal said it was also gratifying to report that in view of the massive assistance extended to security forces by the State Government through consistent donation and funding of security equipment, crime rate was now on consistent decline in the State.

Edgal, who gave an overview of crime statistics in the State, said from 2014 till date, a total of 1315 armed robbery attacks, 359 cult-related cases and 392 kidnapping cases were recorded, with several arrests made and prosecutions ongoing, while based on the community policing and security partnership he put in place upon assumption of office as CP, all militants groups hitherto operating in the State have been degraded and incapacitated from carrying out attacks.

He also said the policy had greatly helped in putting a stop to activities of dreaded cult groups such as Badoo, with all their shrines demolished, while from January till date, no attack had been recorded from the militants.

He said: “In comparison, when I became Commissioner of Police, Lagos State in September last year, I introduced my own policing plan powered by the strategy and philosophy of community policing and community safety partnership.

“Policing like we all know is more about strategy and technology but there are other factors that come to play such as logistics and all that but when there is a clear-cut strategy backed with the right technology, then the war against crime would be won.

“Based on the partnership with the community and other security outfits within our communities, we have been able to bring the activities of Badoo cult group to an end and also discovered suspected notorious shrines in Ikorodu and environs used for suspected ritual killings and other form of crimes. These shrines have all been demolished.”

The CP said to a large extent, the police command, under his watch, had leveraged on the existing goodwill with the State Government and the public to keep the State safe.

“Since my assumption of office, we have leveraged on the robust goodwill existing between the police and the government on one hand and members of the public on the other hand to record some modest achievements that have not only consolidated on the achievements of my predecessor and also ensured that the Command keep the flag flying,” the CP said.

He said a total of 15 town hall meetings were organised for him to meet with members of various communities and in all the meetings, the issue of trust consistently featured, while in response, a citizens complaint call centre was played up where people could lodge petition on issues bordering on professional misconduct of police officers, and that such had helped to rekindle confidence of the public in the police.

Going forward, Edgal called for increased manpower and a system to stop the practice whereby people spread fear through social media, as well as legislation to compel all businesses to install CCTV cameras within their premises.

Besides, the CP advocated the deepening of intelligence-led policing, involvement of traditional leaders in security architecture and investment in training of security personnel to bring about efficiency.

On his part, Lagos State Governor, Akinwunmi Ambode advocated the concept of collective vigilance whereby all stakeholders in security management have properly defined roles and relationships to stay ahead of all form of violent crimes such as terrorism, cyber and transnational organized crimes.

He said the concept had become imperative in view of the vulnerability of the State to various security threats due to continuous influx of foreigners and people from other parts of the country into Lagos on a daily basis.

According to the Governor, “There is a need to examine the concept of collective vigilance in a Mega-City security system in which all stakeholders have properly defined roles and relationships from the primary levels of community security initiatives to tertiary levels in the State.

“This has become necessary because of the continuous influx of foreigners and people from other parts of the country, in their thousands, into Lagos State on daily basis. This has increased our vulnerabilities to threats of terrorism, transnational organized crimes, cyber and violent crimes of wider security dimensions,” the Governor said.

Governor Ambode, who was represented by Chairman of the State’s Security Trust Fund, Oye Hassan-Odukale, said since assumption of office, his administration had been consistently implementing its cardinal programs built on the tripod of security, infrastructural development and poverty alleviation through employment generation, adding that it was gratifying that the policy had been yielding positive fruits.

He said: “Our human security focus has not only shaped our security architecture which is safety and civilian driven, from the primary to tertiary levels, but also guided our choice of infrastructural development projects and directly improves the life of Lagosians.

“A further analysis of our efforts indicates that less time now spent in traffic by motorists based on our transport sector reforms, better roads to increase the lifespan of vehicles, affordable housing programs, functional health care and education services, as well as employment generation value chain, have all enhanced the well-being of Lagosians. These efforts have indeed reduced all shades of criminalities in the State.”

While describing the theme of the summit – “Securing Lagos State: Towards a Sustainable Framework for Modern Mega City,” as apt, Governor Ambode said it was specifically designed to deliberate and chart a course to resolve and improve on the existing security in Lagos and the need for a clear direction to the expansion of security architecture to deal with security challenges of the future combining the short, mid and long terms respectively.

The Governor said as a government, his administration was not only passionate about development but also security of residents, adding however that in spite of the support extended so far by the State Government to security agencies through the Security Trust Fund, a lot more still needed to be done.

“We must create a sustainable security framework; a framework which will stand the test of time and enable every stakeholder in Lagos to participate. So far, we have been encouraged by the massive contributions of many corporate organizations to the Security Trust Fund, but there is still a lot more to be done,” Governor Ambode said.

The Governor, who also called for consideration of private security sector into the mainstream security architecture of the State, said his expectation at the summit was nothing but actionable outcomes that could be implemented to make the State safer.

“Our children must be able to move about without us worrying about them. We must ensure that Lagos continues to be a State of prosperity for all residents and visitors,” Governor Ambode said.

The Lagos State Police Command has launched a man hunt for the killers of an officer of the Lagos State Neighbourhood Safety Corp, Moshood Bolaji.

The late Bolaji was killed on Wednesday at about 9:30pm at Umunede Bar in Mallam Isah close, Aguda-Surulere by a suspected gang of five cultists.

The State’s Commissioner of Police, Imohimi Edgal who paid a condolence visit to the family of the Aguda-Surulere office of the Corps, said he had directed a contingent of Special Anti Robbery Squad personnel (SARS) and the personnel of the Command Anti Cultism Squad to relocate to Census Police Outpost, Aguda-Surulere with immediate effect.

He also mandated them to take the fight to the criminal enclaves of the cultists and a fish out the killers of late Moshood Bolaji.

According to the CP, three suspects have so far been arrested in connection with the case and are currently undergoing interrogation at the Command Anti Cultism Squad.

Imohimi, who also paid a condolence visit to the family of Late Moshood Bolaji said the entire State Police Command were saddened by the incident, assuring them that the Command will leave no stone unturned to unravel the killers of their late bread winner.
