The Oyo State House of Assembly has passed the local government amendment bill 2016, which makes for the creation of 35 Local Council Development Areas, LCDAs, in the state.

This followed the adoption of a report by the committee on local government, chieftaincy matters and state honours.

Oyo state already has 33 local Government Areas, which are reportedly having financial constraints.

The bill was unanimously approved during the state assembly plenary presided over by the speaker, Michael Adeyemo.

The speaker commended members of the assembly for their inputs to the bill, adding that it would bring government closer to the grassroots when signed into law by the governor.

However, the passage of the bill was not without controversy as some lawmakers insisted that the distribution of the LCDAs was lopsided.

Ganiyu Oseni, representing Irepo/Olorunsogo, insisted that the allocation of 11 LCDAs to Ibadan zone was unfair compared to the number allocated to other zones in the state.

Similarly, Muideen Olagunju of East-Oyo west, noted that some citizens of the state were dissatisfied with the distribution of LCDAs.

Fatai Adesina and Gbenga Oyekola, expressed scepticism about the viability of the new LCDAs given that the 33 local government areas in the state were having financial difficulties.

Some prominent traditional rulers in Lagos State, lawmakers and party chieftains at the weekend heaped praises on the State Governor, Akinwunmi Ambode over the commissioning of 114 roads newly constructed in all the 57 Local Government Areas and Local Council Development Areas (LCDAs) in the State.

Governor Ambode had on Saturday flagged off a week-long commissioning of the 114 inner roads, which was an initiative of his administration, with a pledge to commence the construction of second round of another 114 roads across the State soon.

The Governor, on the same day, also commissioned the Ketu-Alapere modern Lay-by and 700 meters concretized Slip Road which comes with horticulture, artworks, walkways, covered drains and street lights. The concretized road is designed to last for at least 25 years.

On the other hand, the 114 roads, were selected two per each of the 57 councils, and were designed with walkways, medians, street lights and standard drainage systems. The remaining 113 roads would be commissioned this week.

Speaking on the newly constructed roads, Ayangburen of Ikorodu Kingdom, Oba Kabiru Shotebi said the delivery of the projects and many other projects embarked upon by Governor Ambode since coming on board, had vindicated the National Leader of All Progressives Congress (APC), Asiwaju Bola Ahmed Tinubu.

The monarch said Governor Ambode deserved to be commended for the massive developmental projects and other initiatives aimed at making life simpler, easy and better for the people.

Another monarch, Ranodu of Imota, Oba Ajibade Agoro, said the completion of the 114 roads was a great achievement in not just the history of Lagos but Nigeria, adding that Governor Ambode has proven himself to be a miracle worker and a silent achiever who is passionately committed to the development of the State.

“When Asiwaju Bola Tinubu came, he laid a solid foundation in Lagos State and Governor Babatunde Fashola built on it and made tremendous progress. Now, Governor Ambode is acting as a miracle worker in government and moving the State forward,” Oba Agoro said.

Also, Majority Leader of Lagos State House of Assembly, Sanai Agunbiade and a member of the Federal House of Representatives representing Ikorodu, Babajimi Benson said the 114 roads was a confirmation that the All Progressives Congress (APC) government in Lagos State under the leadership of Governor Ambode was really concerned about the people and infrastructural transformation.

On his part, a chieftain of APC in the State, Bashorun Tajudeen Jaiyesimi said the completion of the 114 roads, as well as the completion of a Lay-by and Slip Road in Alapere axis of the State confirmed the genuine intention of Governor Ambode to transform the State.

Jaiyesimi expressed optimism that the Alapere Lay-by and Slip Road would go a long way to reduce the traffic gridlock on the toll gate end of the Lagos-Ibadan Expressway and other adjoining routes.

Jaiyesimi, who is also the Aare Baba Oba of Ikosi Land, congratulated Tinubu; former Senator representing Lagos West, Ganiyu Olanrewaju Solomon and other party chieftains for supporting Governor Ambode after the primary election which produced the Governor, saying that the result of the support was the massive people-oriented projects being witnessed across the State.

Lagos State Governor, Akinwunmi Ambode on Saturday flagged off a week long commissioning of 114 roads newly constructed in all the 57 Local Government Areas and Local Council Development Areas (LCDAs) in the State, with a pledge to commence the construction of second round of another 114 roads across the State soon.

The construction of the inner roads, which is an initiative of the Ambode administration and in fulfillment of his campaign promise, was geared towards massive intervention on access and link roads, boost security and increase the socio-economic well-being of residents of the State.

The newly constructed 114 roads which were designed with walkways, medians, street lights and standard drainage systems, were selected two per each of the 57 LGs and LCDAs in the State.

Speaking at the formal flag off of the commissioning ceremony in Ikorodu North LCDA, Governor Ambode said the remarkable feat was not only an eloquent confirmation of a promise kept, but a testimony of the popular saying that nothing can stop a people who have resolved to move forward.

The Governor, who was represented by his deputy, Dr, Mrs Idiat Oluranti Adebule, recalled the contract of hope which he signed with the people during the electioneering and his inaugural speech, adding that the completion of the 114 roads was a glorious dawn of community development accelerated through inclusive governance and a historic leap of faith for his administration and the citizens.

“This means that the road network in our State of Excellence has increased by 56.1 Kilometers. It means that we have added 112 Kilometres of walkways and covered drains. And it means additional 56.1 kilometres of our roads are being lit by independent powered street lights to improve the security of our neighborhoods, the visibility of pedestrians, commuters and motorists as well as creation of a night economy.

“At a time the national economy is facing financial challenges, our administration is able to inject over N19 billion into the economy of our State, stimulating employment and engaging the business sector.

“No fewer than 89 local companies executed the road project with thorough supervision by the communities and government. About 5,700 direct jobs were created for professionals, artisans and laborers in the construction industry. A larger number of people, approximately 10,000 suppliers and dependants felt the positive impact of this stimulus package in their lives,” Governor Ambode said.

Giving an insight as to how the roads were selected, the Governor said in line with the principle of civic engagement of his administration, Community Development Associations (CDAs) were encouraged to suggest the roads requiring construction according to their needs, adding that the CDAs were also motivated to participate in the monitoring of the projects with the view to taking ownership on completion.

He said Jimoh Street in Ikorodu North LCDA which was the first to be commissioned, was one of the community driven projects, adding that the road was picked as the first to be commissioned in appreciation of the diligence of the contractor, DC Engineering for being the first to complete the project within the stipulated six months. He said the road, no doubt, would go a long way in improving the State and make it a preferred investment destination worldwide.

Besides, Governor Ambode said the 114 roads would be an annual rite to make Lagos a true megacity, adding that the process for the second round of the 114 road projects had already begun, and urged the residents to be part of it and guard the infrastructures being provided by government jealousy.

In a similar development, Governor Ambode also commissioned the Ketu-Alapere Lay-by and 700m concretized Slip Road, saying that it was another mission statement of his administration’s commitment to making life better for residents and investors in the State.

Speaking through his Deputy, the Governor said that the new look of Alapere-Ketu Lay-By, was characterized by the construction of a two-lane access road from Iyana Oworo inwards Alapere-Ketu that would relieve traffic flow towards Lagos-Ibadan Expressway and Ojodu-Berger axis.

He said that provision was also made for pedestrian safety with the integration of a two-metre wide walkway and drainage on one side of the lay-by access inwards Alapere-Ketu, to ensure that vehicular movement is not impeded by pedestrians.

Governor Ambode urged transport unions to educate their members on observation of State Traffic Laws and road etiquette for the safety of all, saying that the provision of the lay-by will considerably reduce travel time for all motorists therefore, commercial vehicles have no cause to create gridlocks in order to get to their destinations.

Apart from being concretized, the Slip Road also comes with horticulture, artworks, walkways, covered drains and street lights, and is designed to last for at least 25 years.

The Oyo State government has disclosed that it would be implementing the 2002 gazetted law creating 35 Local Council Development Areas (LCDAs) out of the existing 33 Local Government Areas in the state.

The government stated that this move was in response to a correspondence from the Oyo State House of Assembly requesting the Executive arm to create LCDAs in order to facilitate development at the grassroots.

It would be recalled that the State Assembly’s sitting on Thursday, June 16, 2016, discussed a motion bothering on the creation of LCDAs.

Addressing the press after the weekly Oyo State Executive Council meeting at the Head of Service (HoS) Conference Room, the Chief of Staff to the Governor, Dr Gbade Ojo, who was assisted at the briefing by Attorney General and Commissioner for Justice, Seun Abimbola, and his counterparts from Information Culture and Tourism and Local Government and Chieftaincy Matter, Messrs Toye Arulogun and Bimbo Kolade, said that the creation of the LCDAs would hasten development in local communities and bring government closer to the people without incurring additional expenses as workers on government payroll in the existing local governments would be distributed to the LCDAs.

According to him, “The sitting of the Oyo State House of Assembly on Thursday 16thJune 2016, the House deliberated on a motion titled: Need to Establish Local Council Development Areas (LCDAs) for effective grassroot development. The House assured that creating two or three LCDAs from each of the existing thirty-three Local Government Areas would accelerate even development in the State.

“The House consequently resolved that the government of Oyo State be urged to take proactive measures to establish Local Council Development Areas, depending on population and landmass, to ensure that development gets to every community in the State”, he added.

He stressed that the resolution of the House was extensively discussed at the weekly executive council meeting and ratified by members, adding that, thirty-five LCDAs would be created in line with political and zonal administrative structure of the State. This includes fourteen (14) LCDAs to Ibadan zone, two (2) to Ibarapa zone, four (4) to Oyo zone, seven (7) to Ogbomoso zone and eight (8) to Oke-ogun zone.

Ojo added that the Ministry of Justice has been mandated to present an executive bill to the state House of Assembly to change and implement a law gazzeted by the late Lam Adesina administration.

Speaking at the briefing, the State’s Attorney General, Mr. Seun Abimbola said, “we are only implementing a law gazetted as far back as 2002 by Lam Adesina’s administration due to intense pressure from all quarters to have even representation in governance and we shall maintain this status until the process gets to the National Assembly for constitutional seal to change the nomenclature form LCDAs to Local Government Areas.”

In his own comments, the Commissioner for Local Government and Chieftaincy, Bimbo Kolade assured the people of the financial capability of all the thirty-three local governments in the State to be divided into Local Council Development Areas while adding that names of the LCDAs would soon be announced after the State House of Assembly must have concluded its own part of the process.

While speaking at the briefing, the state commissioner for Information, Culture and Tourism, Mr. Toye Arulogun commended the citizens of the state for their support and compliance in the renewed Internal Generated Revenue (IGR) drive by the state government.

Arulogun said, “We received favourable responses last week from the citizens and corporate bodies in Oyo State as our enforcement teams went round for taxes, levies and duties compliance.

“Although, there were skirmishes in some areas, above all, the exercise so far has been largely successful. We commend the people of Oyo State for their cooperation and also wish to reiterate that we are not out to create hardship for the people but enforce compliance with extant laws.”

Governor Ambode, who spoke at the Banquet Hall of the Lagos House, Alausa, Ikeja during the swearing-in ceremony, said the appointment of sole administrators was another step by his administration to deliver on its promise of a government of inclusion where no one is left behind.

“The hallmark of any good Government is to provide basic services to the communities at the grassroots. This is the only way the real dividends of good governance can spread downwards and touch the hearts and minds of its people.

“Our State is growing so fast that the concept of the rural area will not be applicable to any part of Lagos very soon. Our government is working hard to meet the yearnings of our people who live in what I term semi-urban areas by providing them with services like water, good roads, street lights, efficient refuse collection, cleaning of drainage and roads, primary healthcare, recreational parks and sports facilities to make those areas liveable and economically viable,” he said.

Governor Ambode also said that the appointment of the Sole Administrators to manage the affairs of the Local Governments and Councils was in line with the recent resolution passed by the House of Assembly which recommended that the previous local government committees be resolved.

He said his administration remains committed to reforms that would make the Local Governments more responsive to the needs of the people, adding that he recently assented to three bills on local government reforms recently passed by the Assembly that would change the face of governance at the third tier of government.

Governor Ambode also charged the newly sworn in Sole Administrators to see their appointment as a call to service of the people, urging them to carry out their responsibilities efficiently.

“You are relay runners on a journey of reform that will ultimately culminate in the election of accountable people that will carry on the baton of good governance for our people. For the duration of your race, I urge you to run the race efficiently with diligence so you do not betray the trust that has been placed in you.

“Your job is to go to the Local Governments you have been posted and make a difference to the lives of the people. You must touch lives and be prepared to have your lives also touched by our people. You must interact with the people, share their joys and pain, and reside among them. It is only through this symbiotic relationship that we can truly say we have begun to understand and serve our people,” he said.

Governor Ambode also said that the State Government would put in place a strict monitoring, control and feedback process to check against excesses and abuse of office, warning that he would not hesitate to replace any Administrator found wanting in conduct and discharge of duties.

Earlier, Secretary to the State Government, Tunji Bello said the appointment of the Sole Administrators was one of the steps aimed at preparing the Local Government councils for the subsequent elections, and urged the appointees to see the development as an opportunity to engrave their legacies on the sands of time.

Responding on behalf of the appointees, Sole Administrator of Bariga LCDA, Mr. Sanya Osijo thanked Governor Ambode for counting them worthy to be part of the development of the State, assuring that they would go all out to offer good governance at the grassroots.

The Lagos State Government has released the sum of N10.8billion to date to ensure completion of the ongoing construction of 114 roads across the 20 Local Governments and 37 Local Council Development Areas in the State by the end of June, 2016.

In a statement signed by the Commissioner for Local Government and Community Affairs, Muslim Olohuntele Folami on Wednesday, the Government said that the construction of the roads was made possible through tax payers’ money.

The Commissioner said that the second stage payment of N5.5billon released on Monday represents 61 per cent of the total cost of the 114 roads at N17.85bn.

“The Government again reiterates that as long as Lagosians continue to fulfill their civic responsibility and obligation, the Government will continue to spend its resources wisely and the Lagosians will continue to enjoy the dividends of democracy.

“We are using this medium to urge Lagosians to continue to pay their taxes, so as to be able to enjoy the dividends of democracy, the monies they are paying is what the government is using to construct these roads across the length and breadth of the State,” the Commissioner said.

Folami said that aside completed and ongoing road projects across the metropolis, the State Government has also embarked on the Light Up Lagos Project which is fast spreading across major highways and streets as well as construction of bridges, flyovers as well as equipping the Police and other security agencies.

“This Government wants the people to know that the money they are paying is being well spent and so far as they continue to fulfill their part, the Government will not relent in making the State safer and more habitable for the people.

“Tax payers’ money is being well spent and people can see and feel it, we promised a government of inclusion and we would continue to demonstrate it through the various people oriented projects of this administration. Lagosians should be rest assured that that Governor Akinwunmi Ambode has the passion to make life more comfortable for them,” Folami said.

It would be recalled that Governor Ambode, in fulfillment of his campaign promises, empowered the Local Governments and the Local Council Development Areas to embark on construction of two inner roads in their various councils to boost economic activities and improve vehicular movement.

The roads are designed to accommodate walkways, road medians, street lights and standard drainage systems.
