The Abdullahi Ganduje-led National Working Committee NWC of the ruling All Progressives Congress APC has disowned its list of National Campaign Councils for Bayelsa, Imo and Kogi governorship elections.

Party spokesman, Felix Morka on a statement on Tuesday night said; “The attention of the All Progressives Congress APC has been drawn to National Campaign Council Lists for the 11th November, 2023 Governorship Elections in Bayelsa, Kogi and Imo States in circulation in sections of the media. The lists are not official documents of the Party and should be disregarded”.

APC had earlier on Tuesday evening set up three National Campaign Councils for the November 11 governorship elections in Bayelsa, Imo and Kogi states.

Federal Capital Territory FCT minister, Nyesom Wike, a member of the Peoples Democratic Party PDP was Number 6 on the earlier list released by the party for the Bayelsa.

APC is not new to similar controversy as it had on October 19, 2022 named a Peoples Democratic Party PDP chieftain and Senator representing Enugu East Senatorial District, Chimaroke Nnamani into its Presidential Campaign Council PCC.

Nnamani, a former governor of Enugu state was Number 350 on the 422-member campaign council and was listed as a member of the local government directorate.

Shortly after the list went viral in the media, the party reversed itself and dropped Nnamani.

In the governorship campaign lists released by APC on Tuesday evening, Gombe state Governor, Muhammad Inuwa Yahaya would chair the Bayelsa Campaign Council; Cross River state Governor, Bassey Otu will chair the 138-member Imo Campaign Council while Gov. Dapo Abiodun of Ogun state will chair 135-member council for Kogi.

The three Co-Chairmen for Kogi are Govs. Babajide Sanwo-olu (Lagos); Umar Bago (Niger) and Uba Sani (Kaduna).

Imo has Ebonyi state Governor, Francis Nwifuru; Deputy Speaker Benjamin Kalu and Minister of State, Labour and Employment, Nkeiruka Onyejeocha as Co-Chairmen.

Bayelsa has Defence minister, Mohammed Badaru, Senate President Godswill Akpabio and Secretary to the Government of the Federation SGF, Senator George Akume as Co-Chairmen.

Ahead of the inauguration of the 10th National Assembly, former National Chairman of the All Progressives Congress, APC, Comrade Adams Oshiomhole has thrown his weight behind former Senate Minority Leader, Senator Godswill Akpabio and Senator Jibrin Barau for Senate Presidency and Deputy respectively.

Oshiomhole who is the Senator-elect for Edo North on the platform of the APC said on Sunday that he was supporting the party’s National Working Committee’s choices for the positions of the Senate President and Deputy.

It would be recalled that the president-elect Bola Ahmed Tinubu  and the leadership of the party had endorsed Senators Godswill Akpabio and Jibrin Barau as its preferred candidates for the office of the Senate President and Deputy.

Addressing Journalists on Sunday  at the campaign office, after a closed door meeting with members of the Stability Group of the 10th Senate in Abuja, the former Governor of Edo State said, ” as a former National Chairman of the party, I have no choice but support the position of the party leadership and the President-elect.

” At this point in time it is not about personal ambitions but the realization of stability for the realise his renewed hope agenda for Nigerians. “

In his reaction,  Senator Jibrin Barau who commended Oshiomhole for standing and embracing the decision of the party as a true party man, said,  “I thank our former Chairman and Senator-Elect, Comrade Adams Oshiomhole. He was the one who worked  for the emergence of the incumbent Senate President,  Ahmed Lawan and now that he has joined the Stability Group, we are home and dry. He is here to repeat what he did exactly four years ago. He has not only joined the group, he came with another Senator-elect from Edo State and we know that he would bring more.”

In his response,  Senator Godswill Akpabio who hailed   Oshiomhole for his support for his aspiration as pronounced by the party leadership, said, ” I pray that our coming together will lead to victory on 13th June, so that we can together, stabilize the government of Asiwaju Bola Ahmed Tinubu..”

Sixty-three members-elect of the 10th House of Representatives in opposition parties have endorsed the anointed candidates of the ruling All Progressives Congress, Tajudeen Abbas and Benjamin Kalu for Speaker and Deputy Speaker, respectively.

The spokesman for the Coalition of United Political Parties, Ikenga Ugochinyere, who led 62 other members-elect in minority political parties, announced the endorsement in Abuja on Wednesday.

Ugochinyere, a member-elect representing Ideato North/South Federal Constituency, called on other speakership aspirants banking on votes of the opposition members-elect to contest against the Abbas/Kalu ticket, to withdraw from the race as votes would no longer be available for them.

Ugochinyere said, “It is on this note that I call on my colleague members-elect who are still in the race to stop and join the prefect of the class, Hon Tajudeen Abbas, to steer the ship of the 10th Assembly to beat the records of the other Houses in performance and achievement for Nigeria.

“Our common goal now should be beyond party and partisan politics and totally focused on Nigeria and her greater good. We want the best and we have selected the best and importantly, the selection is by merit.

“I do not speak for myself alone. I speak for the 63 like-minded honourable members-elect of the opposition family, who have agreed on a common vision for the 10th Assembly. We will transform into the TBK Group. Our 63 votes without any dissent or abstention will go for Hon. Tajudeen Abbas. In the coming days, Nigerians will come to know the identity of the TBK Group and will also feel our impact.”

According to the CUPP spokesman, Abbas possesses all the needed qualities to be the next Speaker of the House.

“He is enviably educated, has a Doctorate Degree and eminently and vastly experienced to preside over the affairs of the House. He is highly resourceful and is manifestly of unblemished integrity which has earned him respect amongst our colleagues at the National Assembly and obviously his party,” he said.

Ugochinyere also noted that with 43 bills in the 8th Assembly, Abbas had the 3rd highest number of bills, while in the 9th House, the speakership candidate has 74 bills.

He added that Abbas is the lawmaker “with the highest number of bills and that 21 of those bills have been signed into law by President Muhammadu Buhari.”

The member-elect representing Isuikwuato/Umunneochi Federal Constituency, a member of the Labour Party, Amobi Ogah, also stated that, “For the first time, we are trying to make history. I’m supporting Abass and Kalu not because APC picked them. Abass and Kalu have the capacity and competence.”

Ogah added, “The 10th Assembly will be a unique one if the duo emerges as Speaker and Deputy Speaker. I beg my colleagues to support the duo in the interest of National unity.”

Ahead of the inauguration of the 10th National Assembly on June 13, when presiding officers of the Senate and the House will be adopted or elected, several pressure groups made up of intra and inter-party alliances had emerged in the House.

The NWC of the APC had on May 8, 2023, released the zoning formula for the leadership of the 10th National Assembly, picking Godswill Akpabio (Akwa-Ibom/South-South) President of the Senate; Jibrin Barau (Kano/North-West) for Deputy President of the Senate; Tajudeen Abbas (Kaduna/North-West) for Speaker; and Benjamin Kalu (Abia/South-East) for Deputy Speaker.

Consequently, a group of aggrieved speakership aspirants, which includes the incumbent Deputy Speaker Ahmed Wase; Chairman of the House Committee on Navy, Yusuf Gagdi; Chairman,  House Committee on Appropriations, Aliyu Betara; Chairman, House Committee on Water Resources, Sada Soli; Chinedu Ogah, Miriam Onuoha and Sani Jaji had emerged.

The 10th Assembly – Greater Majority, a coalition of members-elect in the minority parties has been meeting with speakership aspirants, while a splinter opposition-member group, Minority Parties Forum, aligned with the Joint Task – 10th Assembly and adopted the APC candidates earlier in the week.

The Joint Task – 10th Assembly is a coalition of members-elect of the APC and opposition parties rooting for Abba and Kalu.

Ahead of the inauguration of the 10th National Assembly, the zoning template for the 10th National Assembly Presiding offices by the National Working Committee, NWC of the All Progressives Congress, APC still appears to be causing crisis and creating problems for the ruling party as there is high wire campaigns, wooing and cajoling of other parties outside the ruling party by aspirants.

Against this backdrop, the Stability Group working that is promoting Senators Godswill Akpabio- Jibrin Barau ticket for the leadership of the 10th Senate Wednesday stormed the National Secretariat of the New Nigeria Peoples Party, NNPP and that of the Labour Party, LP separately.

Akpabio and his team’s first of call was a visit to the National Working Committee, NWC of the NNPP led by its acting national chairman, Abba -Kawu Ali.

Addressing the NWC of NNPP, Senator Akpabio noted that the Stability Group was determined to secure the support of the leadership of the opposition parties, ahead of June 13 Inauguration.

Visits to the Secretariats of the parties are coming barely 24 hours after meeting with the All APC NWC.

Akpabio said:” Membership of the Stability Group cuts across party lines and we are doing extensive consultations. We have never had a situation where we have 8 political parties like we are going to have in the 10th National Assembly.

“In the House, we are blind to party affiliations and that’s why we are moving to meet our leaders. I thank you for receiving us. I want to thank your national leader, Kwankwaso for the meeting he is having with our president-elect, Bola Tinubu and I hope the meeting will be fruitful, for the progress of the nation.”

In his remarks, the Director – General of the Akpabio Campaign Organisation, Senator Ali Ndume, APC, Borno South who noted that his Group has secured signatures of 69 members backing the aspiration of Senators Akpabio- Jibrin ticket, said: “We want you to support this stability group we have 69; who have signed. It isn’t about Akpabio or Jibrin. What the country needs now is stability and that’s why we called the group Stability Group.”

In his response, acting National Chairman of the NNPP, Kawu Ali said, you described the Akpabio- Jubrin as a formidable ticket and assured the duo of the support of the lawmakers on the platform of his party

“I know you are a formidable team. As governor of Akwa- Ibom State, we know how you performed. We know you are competent. So, we are supporting you based on your record. We will support your ambition to be the President of the 10th National Assembly. But I urge your team not to fail Nigerians, especially the youth in the area of employment.”

Also speaking when Akpabio and his team visited him at his party national Secretariat, the factional national chairman of Labour Party, Julius Abure who commended the Stability Group for extending hands of fellowship to opposition parties leadership, said, “It is usually uncommon for political party in power to consider accommodating the opposition.

“It is an indication that our democracy is growing. I want to say very clearly that in most of our engagements with our senators, we haven’t given them any directives. We don’t want to be dictating to them where they should go.. Two of my senators are here. Ireti Kingibe isn’t here but we shall whisper to her.

” We need a vibrant legislature to promote our democracy, we hope yours will be a departure from what we have. Every government policy must be such that will affect our people positively. The Constitution in chapter two states that the welfare of the people and security shall be the primary responsibility of the government. My appeal is that we give attention to the welfare of Nigerians and the leadership of the Senate can help to make that a national priority .”

The LP chairman who restated his party’s reservations to the outcome of the last general elections, said, “We aren’t comfortable with the processes leading to the victory of your candidate. This isn’t the forum to ventilate that but I need to put that on record. I need to correct the impression that we are supporting Asiwaju. For us, it is a no go area but we have no doubt in Akpabio’s capacity to lead the Senate.”

Some concerned stakeholders in the ruling All Progressives Congress, APC, have endorsed the reported zoning of the Senate Presidency to the South South and adoption of Senator Godswill Akpabio as president.

They insisted that virtually all the states in the South East had at one time or the other produced Senate Presidents, irrespective of the duration of their tenures.

The stakeholders also aligned with the decision of a section of APC National Working Committee, NWC, to zone the Deputy Senate President slot to the Northwest and specifically for Kano senator, Jibrin Barau.

Although Barau’s adoption is being opposed by some governors in his zone who are already projecting one of the federal lawmakers for the House speakership, the stakeholders said a combination of Akpabio and Barau in the Senate Presidency would engineer a successful Bola Tinubu’s administration.

Convener of the stakeholders, Okpokwu Ogenyi, said at a briefing in Abuja weekend that votes delivery in the last presidential election was a factor that must be considered in picking the presiding officers of the National Assembly.

He said: “We are aware that zoning is not done in a vacuum, so we highly recommend Senator Godswill Akpabio for the position of Senate President and Senator Barau Jibrin as Deputy Senate President respectively.

”This will go a long way in building the confidence of APC members across the country in preparation for the future of our great party, the APC.

“It is pertinent to note that, in the South, South-South contributed the second highest votes after South-West which house the President-elect.

”The North-West gave the party the highest votes in the North with Kano state consistently giving APC the highest vote per state in every election since the formation of the APC.

“In the National Assembly, Senator Akpabio is the most ranking senator from the South-South under the platform of the APC while Senator Barau Jibrin is the most ranking senator from the North West.

“We sincerely appeal to the National Chairman of our great party, Sen Abdullahi Adamu, and his National Working Committee, NWC, members to zone the Senate Presidency seat to the South-South and the Deputy Senate President to the North West, preferably micro-zoned to Akwa Ibom State and Deputy Senate President to Kano State to pave way for the most ranking senators, Godswill Akpabio and Barau I. Jibrin to emerge as the Senate President and Deputy Senate President of the 10th Senate respectively.”

The Minister of Niger Delta Affairs, Senator Godswill Akpabio, has handed over 33 utility vehicles to the Security Committee working with the Niger Delta Development Commission, NDDC, field forensic auditors.

Senator Akpabio, who inaugurated the vehicles at the new NDDC headquarters in Marine Base, Port Harcourt, said that they were meant to assist the security personnel working with the 16 field auditors charged with identifying and verifying the projects across the Niger Delta region.

The Minister, who was represented by the Permanent Secretary of the Ministry of Niger Delta Affairs, Dr Babayo Ardo, said that the vehicles would help in the physical verification phase of the forensic exercise.

Dr Ardo, apart from representing the Minister, is also the Chairman of the Security Committee of the Forensic Audit.

The Minister thanked President Muhammadu Buhari for his commitment to the development of the Niger Delta region, as well as the NDDC, noting: “He approved the forensic audit to be carried out to look at all NDDC projects.”

Akpabio observed that the report of the forensic audit would guide further interventionist actions in the region. According to him: “Our initial proposal to Mr. President was to hire vehicles for the forensic exercise. But in his magnanimity, he approved the procurement of new vehicles to be deployed for the exercise.”

He said that the Ministry of Niger Delta Affairs was committed to the rapid development of the Niger Delta region and the repositioning of the NDDC to effectively deliver on its mandate.

Akpabio stated: “The NDDC has had a lot of challenges, but these challenges would certainly be surmounted. We shall leave no stone unturned to see that all obstacles were cleared to enable the NDDC work effectively and efficiently.”

In his own remarks, the NDDC Interim Administrator, Mr. Efiong Akwa, re-stated the importance of the forensic audit which covers the nine states of the Niger Delta region.

He thanked President Muhammadu Buhari for approving the procurement of 33 Ford Ranger vehicles for the forensic audit to be used by the security operatives working with field forensic auditors.

Akwa said that it was a promise made and kept by President. He also thanked the Minister of Niger Delta Affairs, Senator Akpabio for ensuring that the vehicles were handed over to the security team assisting the forensic auditors.

The Minister of Niger Delta Affairs, Senator Godswill Akpabio has commended the Niger Delta Development Commission, NDDC, for training 200 youths on computer technology under its skill acquisition programme.

Akpabio stated this during the graduation ceremony of trainees, drawn from the nine Niger Delta states, in Computer Skills Acquisition programme, at the Law Auditorium of the Rivers State University, Port Harcourt.

The Minister, who spoke through the Permanent Secretary, Ministry of Niger Delta Affairs, Dr. Babayo Ardo, said that technology, especially information and communication technology, had changed our world and affected the way we live our lives.

He stated: “We must either adopt and fully embrace it or be left behind by the rest of the world. NDDC made a bold decision to spearhead this. They plan to situate the Niger Delta Region at the centre of such a revolution in Nigeria. What you see today is the product of that decision.”

Akpabio said he was delighted to come to Niger Delta to celebrate the success and milestones being accomplished for the people by the NDDC, stating: “I thank the management and staff of NDDC for giving me this platform to address you, with the conviction that I inspire another crop of bright Niger Deltans.”

The Minister commended the NDDC and other stakeholders in the project ‘Niger Delta’ for their continuous support and encouragement towards building the Niger Delta of “our shared dreams.”

He noted: “Among the significant difficulties of Niger Delta are youth restiveness, unemployment and under employment as well as youth disengagement with the productive sector. The thrust of the Niger Delta Ministry polices and NDDC management vision is to tackle the youth problems.

“The greater their knowledge and skills set, the greater their propensity to work, the more outstanding their productivity, and the greater the nation’s economic well-being.”

He charged the graduating trainees to go out to conquer and succeed, noting: “Failure is not an option. Never rest until you achieve your goals. Resist the temptation to go back to your comfort zone and relapse back to unproductivity and the familiar and convenient mind-set of blaming society and government for misfortunes in life. Knock on all ‘doors’ and assume your ‘doors’ of opportunities will be opened.”

Akpabio said that the common goal was to develop the Niger Delta and make it a preferred place of choice for people to live in, do business, and enjoy their lives. “As Niger Deltans, it is our collective responsibility to make this goal come true. I therefore, implore organisations, both private and public to absorb and engage these graduates as IT professionals,” he said.

Earlier in his welcome address, the NDDC Interim Administrator, Mr Efiong Akwa, said that the ceremony may not have taken place but for the intervention of the Minister, who charged the Commission to ensure the conclusion of the ICT training programme.

He said: “I discovered that two years after the training ended, the consultants had not been paid. All the training consultants were also being owed. I immediately informed the Minister and he directed that all our obligations should be expeditiously met, so that these young men and women would begin to enjoy the full benefits embedded in the training.

“When the Commission conceived this programme, we hoped to give the trainees immediate information technology skills as a value added programme to existing educational qualifications. This would empower them towards either establishing small-scale businesses or acquiring enough knowledge to advance further in the IT world.

Akwa said that the Commission’s objectives were to develop the human, as well as the community by providing the youths and indigenes with relevant skills which were required to compete in the work force, as well as provide the opportunities and skills for self-employment.

The other goal, he said, was to provide an avenue for useful engagement and human capital development by providing the youths a viable alternative to unwholesome, disruptive activities. “Ultimately, this would move our people from destructive to constructive engagements,” he said.

Akwa said that the Commission aimed to develop manpower for the Niger Delta, thereby boosting employment, noting that the employment of one person goes a long way in assisting both the individual, the family and the community.

He affirmed: “Altogether, the Commission is graduating 200 youths today, offering them an opportunity to add to the information technology revolution sweeping through the globe. The Niger Delta cannot be left behind. I believe that the future of the Niger Delta region lies in what we do today, by creating the enabling environment for sustainable growth, and preparing the youths to be the best that they can.

The best graduating student from the IICT training, Mr Lawrence Ehime, expressed delight over the training offered to him and his colleagues by the NDDC. He said: “In the past when Niger Delta youths are mentioned, what comes to mind is agitation. I am glad that NDDC has introduced programmes to change the narrative.”

President Muhammadu Buhari says that the Federal Government is repositioning the Niger Delta Development Commission, NDDC, and the Amnesty Programme to ensure that they deliver on their mandates to develop the Niger Delta region.

President Buhari stated this while declaring open the fourth Meeting of the National Council on Niger Delta at the Hotel Presidential, Port Harcourt.

The President, who was represented by the Minister of Niger Delta Affairs, Senator Godswill Akpabio, observed that the Niger Delta region had suffered so much deprivation and thus needed a new deal.
He declared: “We are committed to changing the fortunes of the region to give the people a new lease of life,” stating that the government was addressing the challenges of under-development and insecurity in the region.

President Buhari said that the on-going forensic audit of the NDDC was expected to reposition the Commission and galvanize it towards optimal development and provide the needed infrastructure for socio-economic development that the region so much requires.

He said further: “Due to the efforts and commitment of the Minister of Niger Delta Affairs, the new headquarters building of the NDDC, which had been on-going in the last 24 years, has been completed and is awaiting commissioning by my administration.”

On the status of the East-West Road, Mr President said: “The completion of the East-West Road, which is a priority to this government, has been handed over to the Ministry of Niger Delta Affairs and I assure you that it will be delivered by the end of 2021 or the early part of 2022.”

In his own remarks, Senator Akpabio harped on the need for harmony between the NDDC and the state governments in the Niger Delta region for the benefit of the people. According to him, the disharmony between these critical stakeholders was caused by many factors, including political differences.
He advised: “Development should not be tied to any political party because what the people need is development, irrespective of political affiliation. Poverty and hunger have no political party.”

Akpabio agreed that the funds coming to the Niger Delta region were not commensurate with the level of projects on the ground, but stated that governments in the region should be held accountable for the 13 per cent oil-derivation meant to develop the oil-producing communities.

He advised those blaming the NDDC for all the woes of the region to look inwards and tell themselves the hone truth, adding: “When stakeholders reach out to the NDDC for intervention projects and the Commission intervenes, that is not duplication of projects. State government should ensure that the 13 per cent allocation touches the lives of the people.”

Akpabio described the NDDC as an organization where everybody contributes while it belonged to nobody, noting that there should be synergy between the Federal and the state governments.

He said: “If we ask why the NDDC has failed, then we have to look back. That is why President Buhari, came up with the forensic audit to salvage the Commission and I think he should be commended for that. We have to know what went wrong.”

Earlier in his address, the Rivers State Governor, Chief Nyesom Wike, lamented that although the Niger Delta region was blessed with mineral resources, its people were living in poverty and underdevelopment.

Wike, who was represented by his deputy, Dr. (Mrs) Ipalibo Harry Banigo, said that the National Council on Niger Delta should serve as a platform for the people of the region to articulate their needs and challenges.

He added: “With political will, we can overcome the challenges confronting the region, while we continue the struggle for the enthronement of true federalism in the country.”

The governor regretted the lack of collaboration between the NDDC and state governments in the region, calling on the Commission to work in concert with the state governments to ensure the greatest impact of projects and programmes for the people.

The Minister of Niger Delta Affairs, Senator Godswill Akpabio, has linked two former governors of Delta State, Messrs James Ibori and Emmanuel Uduaghan, to the various contracts awarded by the Niger Delta Development Commission, NDDC.

Others on the lists submitted to the Speaker, House of Representatives, Femi Gbajabiamila, on July 23 by Akpabio are the Chief Whip of the Senate, Senator Orji Uzor Kalu, and Senator Ifeanyi Ararume, among others.

The letter, which was also copied to the office of the Attorney General of the Federation/Minister of Justice, was addressed to the Clerk to the House, Patrick Giwa, with Reference Number MNDA/HM/04/IV/158.

It was titled, ‘Some Niger Delta Development Commission Contracts Allegedly Given to Some Members of the National Assembly (Senate and House of Representatives).’

The emergency repairs projects linked to them, according to the document, obtained by our correspondent, were awarded in 2018 at a cost which range from N400m and N560m each.

One of the projects linked to Ibori, was the emergency repairs of Onoghove community road from Ajanesan to Western Delta University at a cost of N485.7m.

Uduaghan was linked to the emergency repairs of Close B, Alhaji Estate & Environs, Rumuodomaya, Port Harcourt at a cost of N429m.

Five projects were linked to Kalu, who was simply identified in the document as OUK-Kalu (the project source).

The emergency repairs on roads projects linked to Kalu are in Abia State and the costs ranged from N517m to N560m.

The details are Emergency repairs of Ezere-Acha-Ndiokoukwu Road (N517.9m) and repairs of Amaubiri-Eluama-Uru Ring Road, Lokpaukwu, Umuchieze (N560m).

Others linked to Kalu are Ndi Oji Abam-Atan Road (N523.7m), Okafia-Ozuitem-Bende road (508m), and the Ozu-Amuru-Abam Road at the cost of N523.4m.

The cost of the 12 projects linked to Senator Ifeanyi Ararume, located in Imo and Rivers states, were not indicated in the documents.

The NDDC document, however, listed some the projects to include, emergency repairs of Umuelemai-Aba branch road, Anara-Okwelle-Umuna Road, Okpara-Road junction-Ogili Community all in Imo State.
