Lagos State Governor, Akinwunmi Ambode on Tuesday said the State Government stands solidly behind the position of the National Leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu on the issues of devolution of powers and the need to entrench true federalism.

Governor Ambode, who spoke at the Fourth Quarter, 2017 Town Hall Meeting, the 9th in the series, held at the SUBEB Proposed Permanent Site in Kosofe Local Government, said the clamour across the country for restructuring was not out of place as the current political structure was seriously hindering Nigeria’s development.

Tinubu, at a forum held in Lagos recently, backed the calls for devolution of powers and the need for the nation to truly adopt the practice of true federalism, submitting that it was the surest way to correct the nation’s power imbalance and quell the agitations for secession.

The Governor, while responding to a question raised by a resident on calls for true federalism said, “I support true federalism; I support all the issues raised by Asiwaju; we are on the same page. That is the page of APC; that is where we are and that is what we are committed to. Like I have always said, we need to deal with issues that relate to devolution of powers.

“Like somebody said, if I have more resources, all these items that you are coming to raise here, once you raise it, I will just say done. I need more money. So, why should somebody be saying they are the ones in charge of inland waterways when the waterways is transporting my own people and my own services and when there is a law about it”.

Governor Ambode also questioned why despite the existence of Hotel Occupancy and Restaurant Consumption Law enacted by the Lagos State House of Assembly, there were still attempts from the central government to regulate hotels and entertainment centres in the State, a situation he said was an anomaly that should be addressed accordingly.

“We enact a law and somebody says he wants to do another law that regulates hotels inside Lagos. Is it not because of the roads that they put hotel there? That is what devolution of power is saying. If these things are on residual list, let Local Government and States deal with them. That is all that we are asking for. It’s not that we will generate Value Added Tax (VAT) here and somebody will be sharing 50 per cent of the VAT somewhere else.

“So, obviously that is the whole idea behind this agitation for true federalism, devolution of powers and the need to use it to liberate ourselves so that we can get more prosperous; so that our people can be more comfortable and it is all about the welfare of our people. Our people have said that we should do this work and we must be able to speak on your behalf on the things that really matter to all of you,” he said.

Alluding to the fact that the last four months of the year, popularly called the Ember months usually spring up security challenges, the Governor charged Traditional Rulers and community leaders in the State to join hands with the State Government to wage a total war against all forms of crimes as well as drug abuse in their various communities.

He said his administration will not relent in its efforts towards reducing the menace, adding however that concerted efforts from the traditional rulers and community leaders, who are closest to the people, were very pivotal to achieving the desired result.

“We are in October and we are going to December, naturally, when it gets to the ember months, somehow traditionally, crime rate go up but in the last two years, we have been able to reduce crime rate when it is coming to December.

“I want to appeal to all our traditional rulers and other community leaders; there is a need for us to support the Neighborhood Safety Corps. Also our volunteers and the people should now be more vigilant and then cooperate with our security agencies to maintain law and order.

“I want to reduce the crime rate to the barest minimum and I know that we are going to engage a lot of our youths in end of the year activities to make sure that peace continue to reign in Lagos,” the Governor said.

Besides, Governor Ambode also implored the various Non Governmental Organisations (NGOs) to increase their awareness campaign on the dangers of drug abuse, saying that there was an urgent need for them to also join the fight against all forms of domestic and sexual violence.

“Like people already know, we are at the forefront of fighting drugs, sexual abuse and violence against women and children, we will not relent in fighting these menace in the society. I believe strongly this is the time to talk to our children; I believe strongly this is the time to talk to our wards and even those who are around us that this time around, the State Government is ready to fight crime in all its ramifications,” he said.

The Governor also commended residents for their continuous support to his administration, saying that it had gone a long way in driving the various infrastructural development programmes implemented by the State Government.

He particularly commended the efforts of some community associations who have taken the initiative to start up projects in their vicinity, assuring that aside recognition from the State Government, his administration would ensure that such projects would be supported to ensure realisation.

Governor Ambode also tasked chairmen of the 20 local government and 37 local council development areas to look into the welfare of persons living with disabilities and the elderly, saying that the all inclusive mantra of his administration must be felt in every part of the State.

The Governor, who reeled out some of the major projects embarked on by his administration in the last quarter which include commencement of the reconstruction of Oshodi International Airport Road, construction of Pen Cinema Flyover, opening of the DNA Centre, appealed to residents on inconveniences being experienced as a result of ongoing projects and assured that they would be completed on schedule.

He said the State Government was deeply concerned about the traffic situation in Apapa area in recent times, saying that efforts would be put in place to address it, just as he said that 43 major link roads affected by rain would be rehabilitated before the end of the year.

Among dignitaries present at the event include Senator Gbenga Ashafa, Senator Olorunnimbe Mamora, former Deputy Governor, Prince Abiodun Ogunleye, former Speakers of the House of Assembly, Hon. Adeyemi Ikuforiji, Hon Jokotola Pelumi, APC Chairman in Lagos, Chief Henry Ajomale, Oba of Lagos, Rilwan Akiolu I and other major traditional rulers, members of the State Executive Council, among others.

Lagos State Governor, Akinwunmi Ambode on Thursday presented the Year 2016 Budget proposal of N665.588billion to the House of Assembly, with a pledge that his administration will not only implement the budget faithfully, but also ensure that it works in the best interest of Lagosians.

The Governor who christened the 2016 budget “The Peoples Budget” said it is an improvement of 26 percent over the budgets of 2014 and 2015 respectively which stood at N489.6 Billion individually.

“The increase will enable our government to focus on the present challenges of security, traffic gridlock resolution including physical and social infrastructural development which has thrown up new challenges quite different from what we used to experience and have always known”, he said.

He said the 2016 budget which is the first full budget of the present administration will promote massive investment in Security, Transport and Traffic management, Physical and Social Infrastructural development and enhance job creation.

He said the intention of his government is to use the 2016 budget to strategically build new infrastructure, as well as maintain existing ones, adding that wealth and employment creation will also receive adequate attention in the course of the year.

Giving a breakdown of the budget figures, Governor Ambode put the Recurrent Expenditure at N278,909bn while Capital Expenditure stands at N383,678bn, explaining that the Capital to Recurrent ratio is 58:42 as against 51:49 in 2014 and 2015.

Governor Ambode also put the total revenue estimate for 2016 fiscal year at N542.873Billion saying the balance of N119.714billion will be funded through deficit financing constituting 0.41 percent of the state GDP based on 2016 budget alone and a cumulative debt to GDP ratio of about three percent.

On the size of the budget, the Governor earmarked N120.5 billion for General Public Services representing 18.19 percent, N28.5 billion to Public Order and Safety, representing 4.31 percent while Economic Affairs received a lion share of N211.04 billion 31.85 percent.

In other sectors, Environment got 8.1 percent of the budget totally N53,04 billion, Housing and Community Amenities, got N62.7 billion representing 9.46 percent, Health got N64.67 billion representing 9.76 percent while Recreation, Culture and Religion has N4.6 billion which is 0.70 percent of the budget.

Education sector also received N113.3 billion, representing 17.11 percent of the budget while Social Protection got N4.02 billion, which is 0.61 percent of the budget.

Governor Ambode said that due to the falling oil prices, the budget is pegged on $38 dollar per barrel saying it was in line to maintain a conservative approach in estimating the Federal allocation for 2016.

“Fiscal Federalism and according Lagos a Special Status will benefit the State as we implore the Federal Government to look into this as soon as possible.

“As you are aware, the Federal Government still owes Lagos State over N50 billion expended on federal roads in Lagos state. We look forward to an early refund to enable us utilize the fund on other infrastructure that require attention”, the Governor said.

Explaining some of the highlights of the Budget, Governor Ambode said the state government will commence the A-Meal- a-Day Programme in the state Public Primary Schools from next year, adding that it will be done in collaboration with the Federal Government who will provide 60 percent of the funding, while the State Government will match it with 40 percent.

“This programme promises not only to improve the daily nutrition of our children, it will also create an economy of its own, with opportunities for job creation, income generation, poverty alleviation, and so on”.

“I am happy to inform you that in 2016 we will develop our e-Curriculum, leading to the distribution of Ibile Tablets to students in our public schools. This revolution, at the Secondary School level, will set a new standard in our educational system, and further enhance the knowledge of our children to enable them compete effectively with their peers in developed countries”, the Governor said.

On security, Governor Ambode while acknowledging that it was a major challenge that confronted the state within the first few months of his administration said the government adopted a multifaceted approach at tackling this challenge, just as he pledged to continue to support the security agencies in 2016.

On road infrastructure, the Governor said one of the assignments that his administration had embarked upon is to regularly inspect the state of the roads to ascertain their conditions and ensure that they are motorable, assuring that while ongoing projects will be given priority in the course of the year, new roads will be constructed across the length and breadth of the state.

Receiving the budget, Speaker of the House, Rt Hon. Mudashiru Obasa commended the governor for procuring security equipment to combat insecurity in the state, just as he assured that the budget proposal would be meticulously looked into by the House.

Dignitaries present at the event include former speakers of the House of Assembly including Rt Hon. Adeyemi Ikuforiji, Senator Olorunnimbe Mamora, Jokotola Pelumi, National Assembly members, members of the State Executive Council, traditional rulers, religious leaders, among others.

The All Progressive Grand Alliance, APGA, says it cannot throw its weight behind President Goodluck Jonathan as it is very likely that the candidate of the All progressives Congress, Maj.-Gen. Muhammadu Buhari (retd.), will emerge the winner of the presidential election next month.

The Chairman of the Lagos State chapter of APGA, Campbell Umeh-Nzekwe, who is also a special adviser to the national chairman of the party, said Jonathan’s problem was compounded by the fact that the motion to adopt him as the consensus candidate of the Igbo for the 2015 presidential election failed at the Ime-Obi (inner caucus) meeting of the Ohanaeze Ndigbo, on Saturday, in Enugu.

He added that the sermon of renowned Enugu-based Catholic priest, Rev. Fr. Ejike Mbaka, that Jonathan had failed and should step down seemed to have sent shockwaves across the South-East.

He said the party was sure that Jonathan would not win votes in the North. “The game has changed. As it is, Jonathan has no chance of winning. Buhari seems to have taken over. The PDP has collapsed in the North if you care to know. All those who are running to Aso Rock and making promises to the President are just deceiving him.”

When asked if APGA would be supporting Buhari next month, Umeh-Nzekwe said he could not say for sure.

“Jonathan is a sitting President with incumbency factor in his favour but Buhari has the masses and a cult following in the North. In 2011, Buhari won 12 million votes in the North with his rag-tag party, the Congress for Progressive Change, without a single governor or senator to campaign for him.

“Today, his party, the APC, has 14 governors, 43 senators and 176 Reps as well as 625 House of Assembly members. Also, the APC has dominant control of the North-West with a total number of 18.4 million voters and North-East with 10.2 million while South-West has 13.4 million voters

“The PDP has dominant control of the North-Central and Abuja with 10.4 million voters while the South-South has 8.5 million and South-East has 7.2 million votes.

“However, no zone has achieved 50 per cent of votes cast but northern voters are more committed and trustworthy than those in the South.

“Also, look at Jonathan’s campaign team. He has Col. Ahmadu Ali (retd.) as his Director General and Peter Obi as the deputy while Buhari has Governor Rotimi Amaechi and Senator Olorunnimbe Mamora as director general and deputy respectively. It is time for Ndi Igbo to review their strategy.”
